Summary

As Executive Officer for the Office of Strategic Infrastructure (OSI), you will be responsible for providing leadership for a broad spectrum of strategic and management activities, including but not limited to strategic planning, policy analysis, integration, and task management. You will develop/use an understanding of OSI's strategy, operations, and portfolio to achieve integrated coordination and prioritization of schedules, events, and actions to enhance effectiveness and efficiency.

Help
  • Advise on and/or resolve a range of operational and/or strategic issues which may range from recurring through complex and unprecedented using the full range of subject matter expertise. Identify, evaluate, and recommend appropriate solutions.
  • Provide oversight and insight of Office of Strategic Infrastructure (OSI) priorities, issues, actions, and planning activities; remains aware of key Enterprise and Mission Support Directorate's (MSD) needs, preferences and expectations from OSI.
  • Provide written and oral communication techniques sufficient to develop, edit and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
  • Provide/coordinate authoritative review and ensures effective and timely completion of a variety of organizational activities and products, including but not limited to, policies, presentations, and reports.
  • Establish, track and/or update OSI Performance Measures for the Mission Support Program Management Council, Baseline Performance Review, and NASA Strategic Review Presentations.
  • Serve as the Strategic Infrastructure Board Executive to include maintaining the charter, setting agendas, tracking decisions, and maintaining decision documents.
  • Lead and develop products for the OSI Communication Strategy and Plan to include OSI Enterprise Townhall Presentations, quarterly OSI Enterprise Assistant Administrator Emails, OSI Websites, etc.
  • Develop short- and long-range plans and recommendations regarding special projects undertaken to further OSI's goals.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:

  • Implementing policies, procedures, processes and methods for logistics, environmental or facilities programs;
  • Developing short- and long-range plans and recommendations regarding projects undertaken in logistics, environmental, or facilities management; and
  • Developing high level briefings, plans, and reports.

APPOINTMENT TO THIS POSITION WILL BE TEMPORARY, NOT-TO-EXCEED EIGHTEEN (18) MONTHS. This assignment may be terminated, extended or made permanent at any time without further competition. If the assignment is not made permanent, the individual selected may be returned to the same or similar position from which they were promoted/detailed/temporarily reassigned.
