As a Program Manager, you will:

  • Serve as a program manager supporting the Office of Civil Rights in leading a comprehensive program for FTA funding recipients in civil rights training and technical assistance or oversight of federal civil rights requirements.
  • Communicate and present information in meetings with internal and external stakeholders including elected officials, trade associations, professional organizations, congressional staff, FTA and DOT leadership, and recipient staff.
  • Be responsible for overall management of high-priority programs of a highly technical nature involving public transit operations or policy.
  • Manage compliance-related contracts or task orders, budgets, schedules, and contractor performance.

The ideal candidate is an experienced professional who has excellent program management, communication, and analytical skills with knowledge of, and professional experience in, external federal civil rights programs and/or public transit operations or planning.

CONDITIONS OF EMPLOYMENT:

  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience managing programs or projects involving contractors, stakeholders, or teams.
  • Experience analyzing, evaluating, or investigating issues and recommending solutions.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Project management - Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance.
  2. Communication - Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.
  3. Contract management - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
  4. Problem solving - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.
  5. Research and analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
