  • Federal employees currently serving in the excepted service (Title 32) must acknowledge they will voluntarily leave the Title 32 excepted service by accepting an offer of employment for this NG Title 5 excepted service position.
  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • Position designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration and will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Must be able to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
  • The incumbent of this position must be able to obtain and maintain required education and certifications within specific time from the appointment date, as applicable.

Qualifications

AREA OF CONSIDERATION:

Area 2 = All indefinite employees (NG T32/NG T5) within Puerto Rico Army National Guard.

DUTIES:
As a SEXUAL ASSAULT PREVENTION AND RESPONSE(VICT-ADV)(SAR-WF) (NGT5667000), GS-0101-11, you will serve as the Wing/Brigade (BDE) State Sexual Assault Response Coordinator (Victim Advocate) for the military, civilians, and dependents. Providing 24/7 in-person and telephonic response, the incumbent under the supervision of the Sexual Assault Response Officer (State SAPR). The incumbent serves as the Domestic Abuse Victim Advocate (DAVA) providing assistance and advocacy for victims of spousal/intimate partner abuse, non-offensive parents/caregivers and victims of child abuse. This position will serve as facilitator to Wing/BDE State personnel regarding victim of domestic violence and child abuse appropriate responses.

PHYSICAL DEMANDS:
Work is primarily sedentary, such as sitting comfortably. There may be some walking, standing, bending, and carrying of light item. No special physical effort of ability is required to perform the work.

WORKING ENVIRONMENT:
The work area is adequately lighted, heated, and ventilated. The environment involves everyday risks or discomfort that require normal safety precautions.

QUALIFICATIONS:

SELECTED FACTOR: (Minimum Requirements)
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences (copy of the official transcript showing conferred Degree must be submit with the application).

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

SPECIALIZED EXPERIENCE:

Applicant must possess at least ONE (1) year in the occupational series code 0101 at the next lower-level GS-11 or THIRTY-SIX (36) months of specialized experience performing or supervising duties such as completing required reports/documents on incidents of sexual assault and domestic violence; assisting the State SAPR with entering all Wing/BDE State sexual assault incidents Into the Department of Defense Sexual Assault Incident Database (DSAID) JAW DOD and NGB policies and procedures; assisting with DSAID entry; having primary administrative oversight for entering and tracking all information for volunteer or collateral duty Victim Advocate DSAACP credentialling and continuing education training via DSAID; assists the State SAPR In the supervision of volunteer Victim Advocates; responding to all requests for data request and provide timely reporting to the State SAPR and/or NGB SAPR Program; conducting assessments to formulate safety plans; designing and implementing goals and objectives for service plans; analyzing and evaluating assessment data gathered with clients regarding Identified risk factors; developing and maintaining a relationship with families through case closure making appropriate modifications; maintaining active liaison with government and non-government organizations; collaborating with the local court systems, child welfare and civilian law enforcement agencies regarding family maltreatment and/or sexual assault cases; developing and improving on program goals and services; ensuring State SAPR is kept abreast of victim's status/case and consulting regularly with the State SAPR and DPH on ongoing cases; ensuring the DPH is aware of victim's situation and makes written entries in the victim's Family Advocacy Program (FAP) client case record; providing input to State SAPR in the establishment and Implementation of, local policies and directives; providing input to DPH in the establishment and Implementation of local policies and directives; facilitating or assisting in the planning, scheduling, and delivery of sexual assault prevention and response and Interpersonal violence prevention training; coordinating guest speakers, arranges announcements and marketing, and coordinates logistics for the various training activities; planning and coordinating prevention and awareness; serving as liaison with community agencies and resource providers; utilizing an office automation system that uses a word processing software package to develop, edit, and update program service flies.
