Duties

The successful candidate will perform the full range of IT Project Manager duties.

Such duties include but are not limited to:


1. Managing the operation and maintenance of agency's ERP core ledger system that include but
not limited to Accounts Payable, Accounts Receivable, Fee Billing, Project Cost Accounting, General
Ledger, and Financial Reporting.


2. Coordinate, prioritize and monitor of agency's ERP core ledger system's configuration and
change requests.


3. Identify opportunities to improve agency's ERP core ledger system user experience to enhance
business processes and utilize emerging technologies.

4. Provide guidance and support to the agency's ERP core ledger system's user community and
business leads.

5. Ensures technical integration is achieved across the Financial Services IT Portfolio by
participating in system implementation planning, validation, and reviews.

6. Coordinate and conduct governance and perform portfolio management activities associated with
the Financial Services IT Portfolio.

7. Ensures the rigorous application of information security/information assurance policies,
principles, and practices to the systems analysis process. Coordinates with OCFO IT security leads.

8. Perform financial management activities supporting the agency's ERP core ledger system that
include Federal Acquisition activities, current and future spend funding plans, review and approve
of Contractor support invoices.

9. Coordinates the implementation of government-wide regulations requiring revisions to NRC
financial management directives.

10. Assists the Branch Chief in meetings on system policy and procedures with representatives of
NRC divisions, office, or regional offices, as well as with personnel of other Federal agencies.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  

The ideal candidate will be able to demonstrate the following:

  1. Demonstrated ability to lead the full scope of the managing of cloud-based Financial IT system responsibilities.
  2. Demonstrated ability in performing Financial IT system user community needs analyses and system technical audits.
  3. Demonstrated ability in conducting Financial IT system feasibility studies and participation in IT system implementation plans.

SPECIALIZED EXPERIENCE is defined as: 

Examples may include specific work experience, training, and level of skill with an agency/company level core financial management system (e.g., CGI Momentum for Federal ERP or other Enterprise Resource Planning system) including but not limited to other support systems budget formulation and execution systems (e.g., Oracle Enterprise Performance Management Cloud), any travel system (e.g. SAP Concur E-Travel 2), and any acquisition system (e.g. Unison Prism).

Additional information

The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period.  Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
