Summary

As an Asset Manager, you are responsible for the overall financial management, asset management, portfolio planning and strategy, and general stewardship for all real property assets within the region.

Location of position: Public Buildings Service, Portfolio Management and Customer Engagement Division.

Duties

Help

  • Monitors the financial condition of the regional portfolio and develops strategic initiatives to improve and maximize the profitability of the portfolio. Analyzes portfolio performance in non-financial areas, including customer satisfaction, non-revenue producing space and other performance measures.

Formulates and communicates corrective actions to the Portfolio Manager for implementation.
  • Determines and/or reviews the recommended housing/project solutions for specific client needs. Coordinates the investment needed for the proposed space solution, funding availability, priority and time schedule, and the income and cost impact on the portfolio, performance measures and customer satisfaction.
  • Serves as chair and team leader for a designated Asset Management Team. Advises senior level management on applications of complex real estate laws, Reinvestment and Financial Analysis techniques, Federal regulations, Administration initiatives and policies as they relate to performance.

The GS-13 salary range starts at $103,049 per year and varies by location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify at the GS-13: You must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience for this position is defined as experience performing the full range of asset management competencies and practices including economic analysis of owned and leased assets, facility planning and strategy, asset performance analysis and assessment of investment and housing decision making.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge of all aspects of asset management and facility planning, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the designated portfolio; knowledge of disciplines and related functions and programs, including comprehensive analytical skills to apply a wide range of qualitative and/or quantitative methods in assessing program effectiveness.
  2. Knowledge of information technology hardware and software sufficient to analyze financial activities and develop comprehensive analytical tools used to develop and support recommendations and strategies to optimize the performance of individual assets, specific markets, and the portfolio as a whole.
  3. Knowledge of commercial real estate principles, practices, markets, values and procedures required to analyze the effect of the Government's plans; understanding of lease requirements; leave vs owned analysis; lease buyout analysis, and the ability to analyze a community's space rental and building sales data.
  4. Knowledge of a wide range of property management principles, concepts and practices as well as a thorough understanding of building tenants and customer agency’s needs requirements and customer satisfaction drivers.
  5. Ability to communicate effectively in personal contacts with others, such as elected officials, civic leaders and planners, government officials, Regional Administrator, Regional Commissioner, Regional Directors, agency heads and staff and the ability to engage customers and explain and train others in complex financial issues in a meaningful manner; skill in written and oral communication and the use of office automation equipment.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
