As an INTERNAL CONTROL ANALYST, GS-0501-11, you will:

This position is located in an Air National Guard (ANG) wing, Comptroller's Flight; The purpose of the position is to function as the Financial Management (FM) focal point for the Financial Improvement and Audit Readiness (FIAR) initiative, as well as, advise the Comptroller and Wing Commander in all matters relating to FM FIAR within the FM community. The incumbent will provide direction and leadership, under the Comptroller's authority, towards the planning, implementing and achievement of the FM FIAR initiative within the Wing. This work requires knowledge and skill in the application of related laws, regulations, precedents, methods, and techniques of budgeting.

Qualifications

EXPERIENCE REQUIREMENTS:
Must have one year of experience in the competencies/knowledge, skills and abilities listed below.

Knowledge, Skill, and Abilities (KSAs):

  • Knowledge of internal controls in place at base level operations.
  • Knowledge of military pay, civilian pay, travel pay, disbursing and collection, accounting, vendor and contract pay, budget, and systems administration.
  • Knowledge of self-inspection programs.
  • Knowledge of post-audit voucher review.
  • Skill in identifying existing and potential material weaknesses and working with affected officials to develop a schedule of corrections.
  • Skill in gathering data, tracking discrepancies, preparing trend charts, and facilitating discussions.

Education

Education that may be substituted for some specialized experience:

Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

To receive credit for Education, you must provide transcripts or other documentation of proof to support your Educational claims.

EVALUATION METHODS: Each applicant considered to possess the minimum qualification requirements will be further evaluated in accordance with the procedures outlined in SDNG Technician Pamphlet 335-T and subsequent MOAs.

BASIS FOR RATING: Qualified candidates will be assigned to one of three quality categories: "Best- Qualified", "Well-Qualified", "Qualified".

  • "Best-Qualified" Level. Candidate possesses the qualifications that substantially exceed the basic requirements of the position and would allow the candidate to perform effectively in the position almost immediately or with a minimum of training and/or orientation.
  • "Well-Qualified" Level. Candidate possesses the qualifications that exceed the basic requirements of the position and would allow the candidate to perform effectively in the position within a reasonable period of time (3-6 months).
  • "Qualified" Level. Candidate possesses the qualifications that meet the basic requirements of the position.
