Summary

The mission of the Animal and Plant Health Inspection Service (APHIS) is to protect the health and value of U.S. agriculture. Policy and Program Development (PPD) provides analytical services to develop and improve APHIS programs. ERAS provides environmental policy and regulatory expertise, as well as expert environmental guidance to APHIS based on the best available science and analytical methods. The incumbent is responsible for assisting in the planning, and development of written reports.

Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Composes, edits, revises and/or reviews written documents, communicates analysis findings and recommendations to management.
  • Assists in the production of written reports and other analytical documents that use plain language to communicate ERAS’ complex or sensitive findings for the intended audience.
  • Prepares written summaries used in program assessment reports, such as introduction, background, program description, executive summary, and conclusions.
  • Prepares visual depictions and graphics to support written materials to improve communication of analysis results.
  • Assists unit staff members and project teams develop analytical products.
  • Collaborates with unit staff members and project teams to assess evidence, identify themes, and reach consensus on analysis findings.
  • Facilitates team discussions used to prepare report outlines and narrative storyboards.
  • Reviews report findings and recommendations (drafted by others) to ensure they are supported by appropriate evidence.
  • The incumbent will operate under increased technical and administrative supervision in order to prepare them for the next grade level.

  • This is a GS-12 developmental level position designed to prepare the incumbent to fully perform the duties at the Full Performance Level (FPL).

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Researching, analyzing, and selecting appropriate information to use in a variety of communication documents.
  • Rewriting deficient documents written by others, by correcting grammar, spelling, punctuation, terminology, usage, organization, format, style, tone, and readability of documents.
  • Assisting colleagues with identifying, organizing, and analyzing information to present in reports, briefings, and other communication documents to meet the informational needs of various audiences.
  • Preparing reports, presentations or briefings used to communicate sensitive, complex or controversial materials, especially as it pertains to civil rights and special emphasis programs.
  • Assisting in the planning, writing, and reviewing of NEPA compliance documents, such as categorical exclusions and environmental assessments.
Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Worksite Information: This is a 100% remote position that must be located within Montgomery County or Prince George's County, Maryland as listed in the vacancy announcement. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date. The selectee is not required to regularly work from a government facility however, the option may be available.
