As a Lead Health Science Policy Analyst (Assistant Director, Emerging Biotech), your duties will include, but are not limited to the following:

  • Provides guidance, advice, and assistance to OSP leadership concerning major science policy issues affecting both NIH and the national biomedical research community, including those related to the use of certain biological materials and biotechnologies such as stem cell biology, gene editing, human embryo models, human fetal tissue, and artificial intelligence.
  • Provides assistance in developing the programs and policies of the major program components of NIH, including participating in the development of new policy and program initiatives in emerging research areas.
  • Analyzes legislative proposals and broader policy developments involving the conduct of research throughout NIH, other federal agencies, and private institutions. Ensures that relevant staff is informed of important congressional and Administration proposals that may have an impact on NIH initiatives.
  • Prepares responses to follow up questions from Congressional hearings; monitors bills of interest, participates with the NIH Office of Legislative Policy and Analysis (OLPA) in the drafting of bill reports, and occasionally advise Congressional staff directly on the accuracy and impact of proposed bill or report language.
  • Provides staff support to expert internal and external committees and major meetings organized by BBEBPD to address major program and science policy issues.

Qualifications

In order to meet the Education Requirements for a Lead Health Science Policy Analyst, GS-0601, you must have a Bachelor's or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.

ADDITIONAL QUALIFICATIONS: In addition to the education requirement, you must have at least one (1) year of qualifying specialized experience equivalent to the GS-13 level in the federal government obtained in either the private or public sector, performing the following types of tasks: analyzing and evaluating the effectiveness of emerging biotechnology research programs; providing advice and assistance on emerging biotechnology policy issues affecting the organization and biomedical research community; making recommendations for long-range and immediate program objectives and proposals; preparing background materials for senior staff that capture the current state of knowledge in emerging biotechnology policy areas; and providing support to committees and meetings to address program and biomedical research policy issues.
