This position could be assigned to one or more of the following organizations within the PMO: Surveillance Services Group, AJM-4.

The General Engineer applies expert technical knowledge of the practices, principles, theories, and techniques of engineering and experience in a broad spectrum of National Airspace System (NAS) related programs to lead research, development, and acquisition of complex and highly integrated engineering systems, equipment, and technology into the NAS. Acts as a technical expert to develop new and innovative concepts, approaches, methodologies, techniques, and policies, or as a senior project manager or team leader for large, challenging work activities. Uses knowledge of NAS components, interdependencies, and potential for operational improvements,
executes key program/project activities such as requirements development and management, systems engineering, and investment analysis on one or more programs.

Applies experience with program and/or project management principles and processes, such as lifecycle and logistics management, financial planning, and risk management to facilitate the integration of automation, contractual, and procurement elements into major NAS programs. Applies project and program management principles to lead formulation of strategies, financial, business and planning deliverables and activities across the enterprise of system and capability solutions. Monitors and facilitates the establishment of programs and changes to program costs, schedules and scope through skill in Acquisition Management System principles.

Applies knowledge of NAS programs and Enterprise Architecture to analyze data and to identify and mitigate and support Risks, Issues and Opportunities (RIOs) implementation and integration across the enterprise and in leading multiple programs. Researches, develops and identifies program dependencies and their associated RIOs using knowledge Air Traffic Management systems, including automation, surveillance; air/ground communications, weather and enterprise systems. Uses engineering expertise related to operational domains
and of the NAS to facilitate alignment of program dependencies and their associated RIOs and to provide expertise and advice to multiple programs on integration (synthesis) of capabilities into systems and the NAS.

Monitors the performance of contracts and provides technical advice to the contracting officer, as applicable. Leads enterprise level working groups solving technical issues and capitalizing on opportunities and engages senior leadership making recommendations that drive more effective and efficient organizational alignment, which may affect staffing of bargaining unit positions. Conducts engineering analyses and studies to define and interpret NAS level requirements and to conduct integration planning using the FAA NAS Enterprise Architecture. Leads the establishment and implementation of program Requirements Management Plans. Provides support to the goals of improving cross-organizational project implementation and communication.

Often develops new policies, procedures, and approaches taking into consideration FAA policies, government-wide rules and regulations, and industry standards. Develops methodologies, data and tools to measure performance against goals. Monitors the automated dashboard and provides assistance with the planning and execution of the PMO enterprise Risk Management and Requirements Management activities for one or more programs.

Works mainly independently and has broad discretion to ensure alignment with organizational objectives and policies. As employee is a technical expert, his or her final work typically is reviewed for success in achieving planned results, not technical merit.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

Experience serving as a senior technical leader advising senior managers and executives on complex aviation engineering risks, issues, and opportunities;

AND

Experience applying expert knowledge of systems engineering principles and practices in technical oversight and management of aviation surveillance broadcast systems directly in support of air traffic control operations.

Schools must be accredited by an accrediting institution recognized by the U.S. Department of Education. Accreditation may be verified at the following website: www.ed.gov/accreditation.

Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalence to a degree acquired at an American college or university. A copy of the evaluation results must be included, otherwise your foreign education will not be considered.

Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  • Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

  • Written Test-- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.

    Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A.

    Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.

  • Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.

  • Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
