Major duties and responsibilities are summarized below.

This position is responsible for the administration of the Navy YSF programs, which includes the implementation of the YSF Core Service Areas, Sports, Fitness, Health and Nutrition, Outdoor Recreation and Motor Skills Development which are established to meet the Navy's program criteria by age group component. This position will augment the YSF programs' core activity components with a variety and volume of both team and individual sports and fitness activities. Major duties and responsibilities include program management, indoor and outdoor environments, interactions and relationships, supervision of children and youth, outreach, personnel management, and compliance.

Program Management
Develops daily activity plans meeting in order to meet the Navy YSF core service area requirements. Develops and maintains a monthly calendar of all youth fitness and sports activities and events. Maintains appropriate records and reports of participation, payments, and permission slips. Ensures the principles, administration, rules and regulations of the youth fitness and sports program are consistent with those of the National Association for Youth Sports (NAYS) or other affiliated organization. Performs the duties as NAYS Chapter Director and ensures all coaches, officials and other related direct program support personnel are trained and have appropriate credentials.

Indoor/Outdoor Environment
Ensures space is available and adequate to meet all programming needs and is reflective of and inviting to program participants and spectators. Verifies the safe and proper conditions of all fields, courts, facilities, areas and grounds utilized by the YSF program. Coordinates the field maintenance.

Interactions and Relationships
Interacts professionally with employees, parents, volunteers and local installation command personnel. Participates actively and positively in managing and resolving issues with parents, volunteers and/or employees. Establishes a program environment that sustains participant interest and promotes positive interactions between children, youth and adults. Ensures that appropriate sportsman-like conduct is maintained, via behavior modeling by CYP employees, volunteer coaches and other adult participants (i.e., team parents and referees). Provides care and supervision, oversight, and accountability for program participants in compliance with local policies, guidance, and standards. Supervises fitness and sports activities and enforces rules and regulations concerning dress, conduct, and equipment and game rules.

Supervision of Children and Youth
Provides care and supervision, oversight, and accountability for program participants in compliance with Navy YSF program and local policies, guidance, and standards. Supervises youth fitness and sports activities and enforces rules and regulations concerning dress, conduct, and equipment and game rules.

Outreach
Publicizes upcoming YSF program events and activities and ensures that opportunities offered in the community are communicated and shared with families. Assists in the development of a youth sponsorship program to identify and integrate dependent youth of DoN military personnel who are new to the installation to include outreach, newcomer orientation, and peer-to-peer opportunities. Within established Navy CYP policy and objectives, plans the YSF program. Selects and emphasizes program activities to be offered, both those in the YSF core program's minimum essential categories (e.g., basketball, volleyball, flag football, soccer, cheerleading, baseball/softball, tennis, golf and bowling - if on-base facilities are available), and those supplemental YSF activities designed to meet more specialized interests and needs and to provide a more enhanced program (e.g., tennis, badminton, hiking, ping-pong, swimming, exercise and conditioning, board games, field hockey, gymnastics, etc.

Compliance
Assists with implementation and support of policies and procedures to ensure compliance with health, fire, safety, facility, and program regulatory guidance and standards. Assists in ensuring compliance with law, policies, and regulations applicable to DoD CYP programs. Assists in obtaining and retaining DoD certification and accreditation.

Additional Responsibilities
Serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect. Performs other duties as assigned.

Incumbents must have one of the following:

A minimum of a 4-year degree in Youth Recreation, Physical Education, Youth Development, or other related degree as appropriate AND
3 years of full time experience working with children and/or youth; OR

A Master's degree in Youth Recreation, Physical Education, Youth Development, or other related degree as appropriate AND minimum of 1 year full professional experience working with children or youth; OR

5 years of full time work experience that demonstrates the ability to plan, organize, coordinate, supervise, or evaluate youth fitness, recreation, and sports programs AND in which 3 years of that experience is working with children and/or youth.

May work an uncommon tour of duty to include evening and weekend work to accommodate YSF program schedules.

Position is subject to special inoculation and immunization requirements as a condition of employment for working with children. Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory Committee on Immunization Practices (ACIP), which includes the influenza vaccine.

Must pass a pre-employment physical, provide evidence of immunization and be free from communicable disease.

Must satisfactorily complete all background checks in accordance with PL 101-647 to include National Agency Check with Written Inquiries (NACI).

Must satisfactorily obtain or complete required training certificates and maintain certifications or credentials required by federal, state or National Accreditation institutions utilized as part of DOD's Child and Youth Programs.
