In this position you will serve as a Senior IT Specialist to provide sound engineering techniques to network infrastructure and control the network environment. Responds to security incidents, network faults, and user outages. Controls all communications and information entering and exiting the Base.

  • Engineers the base LAN/WAN systems, architecture designs and monitors new network systems, configures, and installs network hardware/software, and maintains optimal LAN operations. Independently installs, configures, and troubleshoots network and application server hardware, operating system software, and peripheral network equipment such as routers, bridges, cabling system, network interface cards, modems, multiplexers, and concentrator.
  • Develops and implements configuration management plans to ensure optimization of connectivity between remote sites throughout the installation. Develops and maintains local procedures for networks, system operations, and product assembly and installation.
  • Constructs performance data collections and conducts analysis of current procedures and makes quality improvement recommendations to AFTC leadership. Develops and provides technical training on networks and network management software.
  • Maintain a thorough knowledge of network software and hardware used within the AFTC architecture and mentors' junior peers on this knowledge. Conducts major studies of network systems and business process issues to appraise desirability of major changes
  • Plans and manages projects in targeted areas of projected work, to include process review, network engineering and operational practices, and needs that will affect Air Force Flight Test Center (AFFTC) LAN/WAN operation. Provides technical support for existing infrastructure supporting the AFTC enterprise.

  • Must be able to perform heavy lifting up to 45 lbs. in order to install UPS, network devices, etc. into computer racks. There will be periods of extended standing with requirements for stooping, crawling and kneeling.
  • May be required to work evenings, holidays and overtime and/or emergency overtime may be required.
  • Information Assurance certification (8570) is required.
  • Work may occasionally require travel away from the normal duty station.
  • Employee may be required to travel on military and commercial aircraft.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends and holidays.
  • This position MAY be eligible for a recruitment/relocation incentive. Specifics will be discussed with the Selecting Official.
  • Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A) located here

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent):For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  2.   3.   4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences is responding to security incidents, network faults, and user outages. Able control all communications and information to and from the base. Provide sound engineering techniques and control the network environment. Able to implement and enforce polices, mandates, and laws to ensure availability, integrity, and reliability of network resources.

Knowledge, Skills, and Abilities
  1. Extensive knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining mission critical voice, data, and video services that support functional requirements.
  2. Specialized knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols typically found at base level.
  3. Advanced knowledge of network operating and maintenance concepts and methods to troubleshoot network problems.
  4. Advanced knowledge of complex configuration management techniques and requirements appropriate to managing base level network systems.
  5. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze
  6. component interrelationships and evaluate network systems and computer applications from an operational perspective.
  7. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
Desired Skills:
  • 2 years proven experience as network technician or relevant position desired
  • 2 years Military Technical Control experience or Circuit Activations/Engineering desired.
