Duties

Help

Serves as a senior program analyst for Business and Recreation Programs at the HQDA level providing subject matter expertise and recommendations to the command and ARSTAF. Evaluates overall MWR NAF revenue-producing operations to identify problems and recommend effective and economical ways to solve problems, meet needs, and produce efficiencies.

Recommends and develops future MWR programs and activities. Analyzes policy issues and develops programs, policies, procedures and practices that promote economy, efficiency and effectiveness in MWR operations. Reviews and develops proposed changes in directive, including the identification and analysis of issues, evaluation and presentation of alternative, implementation of decisions, preparation of material for use by use by higher authority and subordinate commands, monitors and analyzes follow-up actions.

Monitors implementation and compliance with established policies and programs. Acts as a technical expert in a professional field; uses in-depth specialized knowledge and experience to develop new approaches to issues previously unresponsive to accepted methods. Recommendations may change organizational programs and policies.

Develops deadlines and projects. Keeps supervisor informed but resolves most conflicts that arise. Interprets on own initiative; completed work reviewed for feasibility, effectiveness and compatibility with other work. Work impacts on other technical experts or on the well-being of substantial numbers of people. Frequent contacts outside the organization in unstructured settings to influence or control decisions outside the organization. Assists in the formulation of budgets.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Managerial or supervisory work experience of the caliber described above that demonstrates comprehensive analytical skills and acquired formal training in financial analysis and financial management systems. The work experience must be equivalent in difficulty and complexity to the next lower grade level. Must possess good oral communication and writing skills. Strong organizational skills are required. Must be able to manage multiple concurrent projects effectively and present ideas and proposals to a variety of audiences. Knowledge of standard office software such as word processing, graphics presentation, spreadsheet and e-mail.

Possess 4 years of experience in MWR operations and / or financial management programs that provided a general knowledge of overall MWR operations and operational experience in hospitality operations, financial analysis, and budget operations

Experience working with and analyzing data using one or more Army MWR systems such as: Standard Management Information Reports for Finance (SMIRF), Financial Management Budget System (FMBS), Installation Status Report (ISR), Army Community Recreation Reporting Online (ACRRO), and/or Installation Management Employee Tracking System (IMETS)

Education

Education is not required for this position and will not be utilized in determining minimum qualifications or as a substitution for experience unless indicated in the vacancy.
