Duties

Help

As Executive Director, Financial Operations, you will oversee financial management, accounting, internal controls, cash management, and debt management for U.S. Customs and Border Protection. You will lead approximately 300 personnel in Indianapolis, Indiana, and Washington D.C. You will also:

  • Ensure, review, and approve the development, implementation, and maintenance of a fully integrated cost accounting and financial management system, with effective internal controls capable of producing useful, reliable, and timely financial and program performance data.
  • Establish policies, systems, and procedures for controlling appropriated funds (e.g., travel and transportation funds, the forfeiture fund, accounts receivable and appropriation reimbursement funds).
  • Lead preparation of an annual report to the Department of Homeland Security (DHS), including CBP's financial management status; the annual financial statements prepared and audited pursuant to the CFO Act; a summary of the Federal Manager's Financial Integrity Act Report; and other information required by the President and Congress concerning CBP financial management.
  • Lead the development of Financial Management Policy for CBP's 65,000-person workforce.
  • Represent CBP with DHS, the Office of Management and Budget, and the U.S. Government Accountability Office.

Position Designation: This position is designated as Career Reserved.

Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

Political Appointee Employee Verifications: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Technical Qualifications - Mandatory

Expert knowledge of and experience leading complex financial management operations and accounting programs for a large government or business entity, to include developing policies and overseeing fiscal year audit requirements.

Additional information

Relocation Bonus: CBP may authorize a relocation bonus (not to exceed 25% of basic pay) for an eligible selectee. A service agreement would be required.

Relocation Expenses: We may choose to pay your relocation expenses in accordance with Federal Travel Regulations.

Travel: Overnight travel may be required on regular or recurring basis.

Telework eligible: Yes, based on agency policy.

Leave: You will earn 26 vacation days and 13 days of sick leave per year. In addition, the Government observes 11 regular paid holidays each year.

Background Investigation: This position is a sensitive position and the tentative selectee must undergo and successfully complete a background investigation as a condition of placement/ retention in the position. A Secret security clearance will be required upon appointment.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Your résumé will be evaluated by a rating and ranking panel, and highly qualified candidates may undergo an interview and a reference check. The U.S. Customs and Border Protection Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
