Duties at the GS-13

  • Works with teams to develop data products and definitions. Uses appropriate analytic and statistical software to programmatically prepare
    data for analysis and clean imperfect data.  
  • Consults with stakeholders and customers also to identify the appropriate data, methodological approach, and design for projects to evaluate program effectiveness; forecast future budget requirements; predict out-year product and service utilization metrics and target
    performance requirements.
  • Translates complex concepts, findings, and limitations into concise, plain language. Closely ties findings and conclusions into the agency mission, original problem statement and team objectives.

Duties at the GS-14

  • Serves as a senior expert Data Scientist with the responsibility for development, management, control, coordination, and
    execution of data analysis requirements for FAS, which requires technical expertise across the data life cycle (i.e.
    data collection, ingestion, storage, modeling, access, integration, analysis and decision support).
  • Leads teams to develop data products and definitions. Use appropriate analytic and statistical software to programmatically prepare data for analysis and clean imperfect data.
  • Ensures on-going consultation and instruction to functional area users on information systems, databases, and file accessing techniques, search strategies, processing and file assessing techniques, processing and space utilization efficiencies, database security procedures, backup and program recovery techniques, and testing techniques.

The GS-13 salary range starts at $98,496  per year.  The GS-14 salary range starts at $116,393 per year.

Locality pay will be determined by the geographical location of the selection. 

To qualify at the GS-13 grade level, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience: Organizing and moving large amounts of structured and unstructured data; conducting analyses using software and/or programming languages to explore data, test hypotheses, predict outcomes, and inform decisions; and working with customers to create useful presentations and interpretations of analytical outputs.

To qualify at the GS-14 grade level, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience: Organizing and moving large amounts of structured and unstructured data; conducting complex analyses using software and/or programming languages to explore data, test hypotheses, predict outcomes, and inform decisions; deriving meaning from big data to influence agency decision making; analyzing complex data elements and systems, data flows, dependencies, and relationships; translating complex concepts, findings, and limitations into concise, plain language; developing and presenting findings using compelling qualitative and quantitative visualizations that influence key decisions and improve organizational outcomes.

In addition to the specialized experience, you must meet the following Basic Requirements:

Basic Requirements:

  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position OR
  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

  • Expert in organizing and analyzing large amounts of structured and unstructured data sets using data analytical tools, to include experience locating, accessing, merging, cleaning, and standardizing data, and developing derived metrics.
  • Experience working with customers to create useful presentations and interpretations of analytical outputs. Able to effectively articulate the limitations of data findings.
  • Expert in creating and implementing data collection and analysis tools while utilizing programming languages and environments (e.g., R, Python, SQL, Scala, Java).
    Knowledge of the implementation and creation of machine learning-based tools or processes.
  • Skill in dealing diplomatically and tactfully with all levels of management and stakeholders as well as skill in collaborating across boundaries to build strategic business relationships to achieve common goals as well as to identify and resolve data quality issues and drive an organization towards better data practices.
