Summary

About the Position: As a Heavy Mobile Equipment Mechanic Quality Assurance/Control representative you perform the full range of oversight for the over-haul, repair work, and preventive maintenance repairs on heavy duty mobile equipment and vehicles powered by internal combustion engines. Serve as the Contracting Officer Representative (COR) to ensure contract compliance with written procedures as required.

Duties

Help
  • Monitor engine disassembly operations (air cooled and/or liquid cooled), V-engines, L-engines, and opposed engines; gas or multi-fuel) to determine the extent of repair and/or rebuild required.
  • Monitor the removal of transmission, disassembly, replacement of defective selector rods, gears, pressure pumps, bearings, clutch discs, pressure plates, bands, pumps, bearings, valve bodies, etc.
  • Monitor repairs and adjustments made to power and mechanical steering systems as required.
  • Monitor the removal from vehicle, monitors disassembly and repairs and/or replacement of bearings, carrier bearings, axle bearings, ring gears, pinion gear, differential housing, universal joints, etc.
  • Monitor repairs and adjustments made to power and mechanical steering systems as required.
  • Ensure that diagnostics occur and monitors repairs to fuel system failures.
  • Monitor the diagnoses and repairs all types of failures in electrical systems (12 and 24 volts), including ignition, lighting and power circuits, using various devices and testing equipment.
  • Develop the Quality Management Plan (QMP) that documents the management and operational policies and procedures to ensure work processes, products, or services satisfy expectations and quality standards.
  • Monitor the requirements of the workload agreement between Military Ocean Terminal, Concord CA (MOTCO) and the installation maintenance support contract provider to ensure labor services comply with the Performance Work Statement (PWS).
  • Perform command directed quality inspections and special inspections.
  • Execute oversite as a Contractor Officer Representative on a maintenance contract.
  • Ensure that dispatching occurs and monitors the oversight of Materials Handling Equipment (MHE), locomotives, rail cars, diesel engines, and generators at various sites to meet cargo movement operations.
  • Develop quality assessment plans to evaluate and improve quality of maintenance production and work processes.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Heavy Mobile Equipment Mechanic~ without more than normal supervision. The ability to perform tasks including overhauling, tearing down, reassembling, repairing and/or modifying a wide range of types and sizes of railroad locomotives, rail cars and/or heavy mobile equipment. Troubleshooting, diagnosing malfunctions, and repairing mechanical components such as engines and air brake systems. - Failure to meet this Screen out Element will result in an ineligible rating.

  • Physical Effort: Works in tiring or uncomfortable positions for long periods. Work requires frequent bending, reaching, stretching, climbing, and crouching. At times, works on top of or under vehicles in cramped or awkward positions.
  • Working Conditions: Work is performed inside and occasionally outside and subject to extreme weather conditions, in cramped and awkward positions; shop area is frequently inadequately heated; work is dirty, greasy and noisy; possibility exists for injury from dropped units and parts, slipping tools, slipping from work position. Inside work is usually performed on concrete floors and involves frequent exposure to exhaust fumes. Prescribed safety practices and safety equipment is used; protective hearing devices, hard hats, hard-toe shoes, gloves, respirators, and protective clothing. Some of these safety items may be uncomfortable to wear or use, and may be worn or used for long periods.
