Summary

This position serves as a Deputy Staff Director for the Federal Railroad Administration’s (FRA) Track & Structures Division. In this capacity, the selectee will plan, develop, coordinate, and direct railway infrastructure related programs for the benefit of the Track & Structures Division’s Headquarters (HQ) in support of Federal Railroad Administration’s overarching goals and  objectives.

The Supervisory Railroad Safety Specialist:

  • Provides administrative oversight of HQ staff members in their daily duties which includes but is not limited to: regulatory review, compliance manual review/update reviewing/processing waivers, responding to inquiries from private industry or other government agencies/officials, and evaluation of vehicle track system qualification documents and testing results.
  • Functions as a manager and Track and Structures subject matter expert, leading the planning, direction, and evaluation of programs assigned to the division HQ staff. These programs include, Evaluation of Compliance, track safety standards encompassing rails, crossties, fasteners, ballast, subgrade, special trackwork, and right-of-way, roadway worker protection and roadway maintenance machines.
  • Develops methodology for assessing the effectiveness of Division level programs in meeting established goals and objectives. Evaluates data along with other considerations, to make recommendations on assigning work, identifying areas for special focus, determining emerging trends.
  • Supervises and or oversees, directs, and coordinates some division HQ staff activities relating to the enforcement of national policies and programs to determine carrier compliance with Federal safety laws, regulations, and standards pertaining to railroad safety and track and infrastructure. Provides technical guidance as required and reviews intermediate and final work products.
  • As needed, represents the FRA in interactions with the railroad industry, elected public officials, news media, other government agencies, unions, and civic and private groups regarding various DOT programs, functions, and policies related to track and structures.

The Ideal Candidate is an experienced professional who is a technical expert in the Track discipline, and also possess a basic working knowledge of multiple other railroad related infrastructure disciplines.  The ideal candidate should also demonstrate a high level of technical expertise and skill leading analytical investigations, and/or special studies, which result in the improvement of railroad safety.

  • FINANCIAL DISCLOSURE: Varies by position. If applicable, you may be required to file a confidential financial disclosure form (Office of Government Ethics (OGE) Form 450) or a public financial disclosure form (OGE Form 278e), within 30 days of appointment and annually thereafter.
  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • POSITION SENSITIVITY AND RISK: Varies by position and will be based on the position to which appointed.
  • DRUG TESTING: Railroad Safety Inspectors have been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1C entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. 

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience in establishing, facilitating, and maintaining cooperative and effective working relationships with managers, employees and/or stakeholders.
  • Experience leading and/or managing a workforce in the railroad or transportation industry to promote a uniform understanding and application of laws, rules and regulations.
  • Experience leading analytical investigations that result in reports and/or recommendations designed to increase the safety efficacy of railroad related infrastructure.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Railroad Safety Program Management: Development or implementation of the federal railroad safety laws or regulations; Managing, directing, or administering a transportation program; Risk management principles and data analysis.
  2. Railroad Safety Analysis & Enforcement: Compliance and transportation safety; Prepares briefings correspondence, answers to Congressional inquires; Accident/incident investigation experience & analysis; conducts qualitative or quantitative analysis.
  3. Supervisory/Management: Responsible in dealing with officials of other departmental organizations, other federal agencies, and non-governmental organizations; Managing a diverse workforce.
  4. Communication: Agency representative with strategic partners and/ or outreach staff ; Written and verbal communication addressing railroad issues ; Developing and presenting professional briefing promote transportation or other technical issues.
