Duties

Help
  • You will evaluate and prepare responses to complex FOIA/PA requests that addressed to Chief of Naval Operations (OPNAV).
  • You will make recommendations to Branch Head on problem areas brought to the incumbent's attention with the goal of streamlining the programs and providing the field activities with up-to-date guidelines
  • You will maintain official historical records and files for the PA and FOIA programs and manage the website and repository.
  • You will review draft Issuances for compliance with established PA and FOIA control criteria and for potential impact on programs.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

GS-11 Level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Implementing provisions of the Privacy Act (PA), Freedom of Information Act (FOIA), other access laws, Executive Orders, statutes; 2) Utilizing PA and FOIA case law pertaining to information access and release, security, and protection of information; 3) Articulating ideas effectively with short notice, both orally and in writing; 4) Providing on-the-spot telephonic guidance regarding PA and FOIA inquiries; 5) Analyzing and resolving complex problems and issues; and 6) Establishing and maintaining working relationships with a variety of publics, some of which have opposing points of view and a wide variety of special interests and concerns regarding PA and FOIA.

GS-09 Level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Applying knowledge of the Privacy Act (PA), Freedom of Information Act (FOIA), other access laws, Executive Orders, and statutes to provide guidance both orally and in writing; 2) Understanding PA and FOIA case law pertaining to information access and release, security, and protection of information; 3) Responding to inquiries regarding PA and FOIA with assistance as needed; and 4) Maintaining working relationships with a variety of publics, some of which have opposing points of view and a wide variety of special interests and concerns regarding PA and FOIA.

Education

Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a degree;
OR
