Help

Duties for the Supervisory Program Manager GS-0340-15 within the Office of the Chief Data Officer (OCDO), Office of Management and Policy (OMP), Office of Inspector General (OIG), Department of Health and Human Services (HHS) include but not limited to:

  • The Director of Data Analytics is responsible for providing strategic leadership, setting the division's goals, and developing a clear vision for using data analytics to enhance program integrity and support HHS OIG's mission. This includes identifying key areas where analytics can help prevent fraud, waste, and abuse, and establishing priorities to improve oversight through data-driven decision-making. The director manages the design and execution of scalable and automated analytics methodologies, integrating tools like predictive modeling and machine learning to monitor healthcare programs for risks.
  • Leads and mentors a team of analysts and subordinate supervisors (Assistant Directors) to put data at the fingertips of OIG staff. Interfaces with OIG component executives and regional leadership to ensure quality and level of services needed are being met. Ensures continuous professional development of the team, fostering a culture of innovation, continuous improvement, experimentation, and collaboration
  • Assigns tasks; manages budgets; reviews contracting statements of work, contract deliverables, statutes, policies, presentation materials, market research, analytical proposals; engages with managers and staff from OIG components, States, and Federal partners. The incumbent measures performance, and other management duties to accomplish assignments. The incumbent develops innovative approaches to support the data analysis needs of the OIG, in compliance with federal, state and local laws as applicable.
  • Performs other related duties as assigned.

  • The incumbent of this position is required to secure and maintain a TOP SECRET clearance.

Qualifications

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience in comprehensive supervisory management, directing staff, contractors, and financial resources to provide high-quality, timely data analytics support and guidance to a broad and diverse organization; and
  • Experience in providing technical advice and guidance to senior leaders and stakeholders in using data to inform broader organizational strategy; and
  • Experience in creating a vision and strategic roadmap for a portfolio of data analytics products and services for customers; and
  • Experience guiding staff in the use of agile software development practices that emphasize value delivery and iteration; and
  • Experience in emerging technologies, including machine learning and artificial intelligence.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. Recruitment Incentives: Payment for relocation expenses is not authorized for this position. A recruitment bonus will not be offered. Repayment of student loans will not be offered. Private sector work experience will not be approved as credit for your Annual Leave accrual.
