The US Army Combat Development Command (DEVCOM) Army Research Laboratory (ARL) Research Business Directorate (RBD) seeks to fill a DJ-04 (GS-14/15 equivalent) position in support of the Defense Innovation Unit (DIU). The incumbent will oversee programs aimed at inspiring the next generation of talent into national security and using said talent to solve national security problems and enhance the national security innovation base.

Duties

Help
  • Manage daily execution of programs under the Talent Portfolio mission, ensuring alignment with DIU's strategic goals.
  • Analyze data, compile facts and information, and provide programmatic advice to customers
  • Develop tools to support oversight of cost, schedule, performance of multiple, diverse projects at the program level.
  • Track project progress, regularly report on key metrics and milestones to stakeholders, and ensure transparency and alignment throughout the organization
  • Develop and maintain project plans, schedules, and budgets, and ensure effective resource allocation throughout the lifecycle of the program
  • Develop and implement strategies with customers to identify and define complex/difficult problems
  • Collaborate with key stakeholders, including academic institutions, venture communities, for effective program integration.
  • Lead portfolio of programs under the Talent Portfolio mission, ensuring alignment with DIU’s strategic goals. This includes existing programs, pilots, and any future programmatic efforts.

  • This is a 2-year Term position scheduled to last 2 years. This position may cannot be made permanent.
  • Must obtain and maintain a Secret Security Clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
  • This position requires pre-employment financial disclosure (OGE Form 450) and annually thereafter in accordance with DoD Directive 5500-7-R.

In order to qualify, you must meet the experience described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1) engaging and partnering with senior leaders of academic institutions and organizations; (2) identifying significant challenges, developing approaches to solve problems, and executing approaches to accomplish these goals; (3) communicating effectively (orally and in writing) with a wide variety of stakeholders, partners, and organizational levels both within and outside the organization (i.e. academia, business, DoD, other Federal Agencies, etc.); and (4) working with emerging national security needs and associated Science and Technology programs and interested partners and stakeholders

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (at least GS-13 equivalent). You will be evaluated on the basis of your level of competency in the following areas:
