Duties

If you are selected for this position, you will perform the following duties:

  • Participates in strategic planning and operational planning for the Bureau.
  • Provides input into long-term goals and approaches to achieving goals.
  • Identifies resources required to meet goals, including staff and budget resources.
  • Participates in all budget planning, required justification, and monitoring for the Bureau.
  • Assures that all expenditures are supported by the needs of the program segments\.
  • Serves as the Bureau expert and consultant and advises the Bureau Director, Deputy Directors, and senior managers in all matters relating to management and administrative support functions. These resource management matters and administrative support functions include: budgeting and financial management, personnel administration, information resources management, procurement and general services, research support and statistical analysis and other general administrative support.
  • Directs the tracking and analysis of Bureau expenditure data and other financial information.
  • Advises the Bureau Director, other Deputy Directors, and senior managers on matters relating to organizational analysis and staffing needs assessment; classification and recruitment; employee development and training; performance evaluation, recognition, and promotion; disciplinary matters; labor- management partnership concerns; and employee relations, benefits, counseling, and health.
  • Oversees the verification and release of enforcement data relating to the FTC's Maintaining Competition Mission.
  • Oversees the procurement and acquisition of Bureau property, including office equipment and supplies, and professional services or materials.
  • Incumbent is responsible for the property, facilities, and space management of the Bureau.

Qualifications

To qualify for a Program Manager at the GS-15 level, you must meet the following requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the federal service obtained in either the private or public sector, performing the following types of tasks: participating in strategic planning and operational planning; providing input into long-term goals and approaches to achieving goals; identifying resources required to meet goals, including staff and budget resources; evaluating program results and determining modified goals or methods to improve overall effectiveness of various programs

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no educational substitution for experience for this position.
