As an IT Specialist (Entarch), you will:

  • Be required to handle multiple project assignments, manage and negotiate workload with team members, escalate issues as necessary to management, and possesses excellent systems analysis, software development and communication skills.
  • Lead the requirements analysis and provide product expertise to determine what capabilities are offered in the delivered software product to meet requirements. The IT Specialist will produce requirement and design documentation to drive software application products that meet the needs of the Department of the Treasury and liase with stakeholder customers, agile development team and to ensure that work products from those teams complement the business strategy of the Department of the Treasury and exceed customer expectation.
  • Plans and leads efforts to address issues in areas where precedents do not exist and develops new concepts, software designs, and products.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A one-year probationary period may be required.
  • Must successfully complete a background investigation.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Specialized experience for the GS-15: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal service, public or other private sectors. Specialized experience for this position includes all of the following:

  • Experience leading a $5M+ Human Capital systems implementation/integration project (business requirements through implementation) and responsibility for on-going operations and maintenance of these systems and supporting staff; AND
  • Experience with the direct responsibility for and delivery of a Human Capital IT capability (Salesforce, SAP Talent Management, ServiceNow HR Service Delivery (HRSD), Oracle PeopleSoft HCM v 9.2) with integration to other Human Capital and enterprise systems and other Human Capital applications (recruiting, performance management, succession planning, learning and development, workforce analytics, metrics and ad-hoc reporting, financial systems, benefits and compensation); AND
  • Experience and thorough understanding of the Human Capital business processes and how technology plays a role in enabling the mission; AND
  • Experience leading a group of Human Capital and IT specialists delivering Human Capital information technology services to a large organization.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed
below.
  1. Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
