Help

The purpose of this position is to serve as a Plans and Operations Specialist, develop plans and procedures, and coordinate preparations for state active duty and the operational employment of National Guard (NG) personnel and military resources.

(1) Serves as the State NG focal point for Crisis Action Planning and the Officer in Charge of the Joint Operations Center (JOC) that remains operational 24 hours/7 days a week.
(2) Responsible to establish and validate procedures, practices and tasks that provide command staffs located in the JOC, designated geographically separated Quick Reaction Force Platforms and the ANG Survival Recovery Center effective situational awareness and continuous command and control over tasked organizations and members.
(3) Responsible for command-and-control crisis action training and certification program.
(4) Participates as an Operations Officer in the Joint Operations Center (JOC).
(5) Responsible for the administrative over-site of the command-and-control network to include defining required system capabilities, e.g. communications and collaborating with J6 administrators to identify specific equipment to meet mission needs; budgeting for and the purchase of crisis action infrastructure; and identifying and securing resourcing for full-time staffing for effective24/7 continuous operations, as well as system readiness needs.

KEY REQUIREMENTS:
Open to all United States military branches.
Military members: Submit vMPF rip, DVR, ERB, STP, ERS, MBS, PDR or equivalent with resume. Refer to Required Documents below for acronym titles.

Must be assessed into WY ARNG before appt. May take up to 120 days.
Must become a member of the Wyoming Army Nat'l Guard before appt.

Must possess or be able to obtain/maintain a T3/SECRET security clearance.
May be required to successfully complete a trial/probationary period.
Federal employment suitability as determined by a background investigation.
Relocation expenses will not be paid by the Government unless noted in the Announcement.
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.
PCS is not authorized in lieu of incentives.
Indefinite position may convert to Perm if funding/position is available.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination of these military incentives. Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice.

1. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

AREAS OF CONSIDERATION:
Referrals of qualified applicants will be issued in the following order:

Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the Joint Operations Center (JOC).
Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming National Guard.
Area 4: All current Drill Status Airmen and M-day soldiers of the Wyoming National Guard.
Area 6: Current military members of the United States military branches or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.

MINIMUM REQUIREMENTS:
Must possess experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Must possess experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.

MILITARY REQUIREMENTS:
Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
*** College transcripts must be submitted only when substituting education for experience.

Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for 2 months of specialized experience.

You must provide transcripts or other documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

TENURE: GROUP III - INDEFINITE
Purpose: To fill a position that may last for more than 1 year where the need for an employee's services is not permanent or management expects the position to potentially become permanent (career or career-conditional) at some time in the future.

Often used to backfill positions left vacant by employees entering Title 10 or Title 32 military orders with reemployment rights. An employee with statutory reemployment rights (USERRA) is protected for five years.

Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice when the position and/or employee's services are no longer needed.

The potential exists for non-competitive conversion to career-conditional or career appointment within the Excepted Service under the following conditions:

  • Incumbent was appointed under open, competitive procedures to the indefinite position.
  • Incumbent completes at least 1 year of current continuous service under an indefinite appointment.
  • Incumbent's performance under an indefinite appointment is a least "fully successful" or equivalent.
  • Outplacement program requirements have been met, and
  • Similarly situated employees (in the same title, pay plan, series and grade) within the organization, hired under the same appointment conversion provision, have been considered under internal competition procedures.

Employees serving a T32 Indefinite appointment are entitled to the following employee benefits:
