Summary

Located in the Office of the Treasury Inspector General for Tax Administration (TIGTA), Office of Chief Counsel. As a Government Information Specialist, you will serve as a principal focal point in (TIGTA) for implementation of the Freedom of Information Act (FOIA) (5 U.S.C. 552) and the Privacy Act (5 U.S.C. 552a), which are the chief public access statutes to identifiable government records, and as such, your opinions and judgments are relied upon for comprehensiveness and soundness.

Duties

Help

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Provide policy interpretation and guidance memoranda to heads of operational elements to ensure TIGTA-wide consistency of approach to implementations of statutes.
  • Incorporate and apply statutory changes, Presidential Executive Orders, and policy changes that affect how TIGTA implements the statutes, Executive Orders and policy changes.
  • Use a high level of expertise to author and/or edit information on FOIA/Privacy Act/I.R.C. § 6103 programs, policies, functions, and research.
  • Serve as point of management contact, both internally and externally, as liaison with members of other Federal agencies, state and local government agencies, business, industry, labor, educational institutions, and the general public.
  • Issue FOIA determinations, supporting documentation, briefing papers and similar correspondence, which adhere to the statutes, legislative history, and FOIA case law.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service.
Specialized experience for this position is defined as experience:

-accurately responding to routine Freedom of Information Act (FOIA) and Privacy Act requests and other disclosure inquiries from a range of internal and external individuals or groups under general supervision; AND
-drafting FOIA response letters that describe the information released, or the justification for withholding information based on applicable FOIA exemptions for supervisory approval/signature; AND
-evaluating, analyzing and redacting information for a disclosure determination that complies with rules, regulations, and procedures; AND
-managing records and electronic files in accordance with established records retention rules and regulations; AND
-electronic monitoring and tracking of projects and/or FOIA requests, appeals, and litigation assignments.

For the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service.
Specialized experience for this position is defined as experience:

-authoring final responses, with minimal revisions, to Freedom of Information Act (FOIA) requests, including denial letters, and other document requests, from a wide range of sources including complainants, subjects of investigations, members of Congress and the general public, media, contractors/businesses, etc.; AND
-analyzing and resolving issues related to disclosure rules, regulations, and procedures; AND
-releasing and/or redacting responsive documents after conducting a thorough analysis of disclosure laws and regulations (i.e., conform to applicable statutes); AND
-managing records and electronic files in accordance with approved agency records schedules and general records schedules; AND
-electronic monitoring and tracking of projects and/or FOIA/Privacy Act requests, appeals, and litigation cases in a case management database; AND
-analyzing electronic data and preparing internal and external status reports for management and senior executives.


Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.
For the GS-12, you must have been at the GS-11level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
