Summary

In this position, you will serve as a Research Leader and will direct a broad research program that addresses the development of pulse crops into novel foods, improvement of potato storage, and assessment of potato, wheat, and oat quality.
Conduct research on projects to develop novel and improved crop and food products. These may include a focus on pulse crop products for use in flours, beverages, and/or meat substitutes, thereby creating expanded markets for agricultural crops.
Provide vision, exercise leadership, and maintain line authority over scientists and support personnel assigned to the Unit.
Ensure that the Unit’s research is integrated into the national strategies for novel and improved crops and food products.
Maintain and enhance the creativity and productivity of the Unit.
Hire personnel and manage the human, fiscal, and physical resources assigned to the Unit.
Serve as the Unit fund holder.
Provide technical information and consultation, both internal and external to ARS, and ensure the proper interpretation and reporting of scientific research results and information.
Serve as liaison with cooperating agencies and organizations related to the agricultural industries of the Northern Plains.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Basic Requirements for Food Technology Series, 1382 Degree: food technology, or dairy technology, microbiology, biology, chemistry, physics, or a related discipline or field of biological or physical science. The course work must have been comprised of at least 30 semester hours in the basic biological and physical sciences, and included at least 20 semester hours in food technology and closely related subjects, or 20 semester hours in subjects that can be applied directly to food technology. OR Combination of education and experience -- courses equivalent to a major, including the course work specified, as shown above, plus appropriate experience or additional education.
Basic Requirements for Chemistry Series, 1320 Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR Combination of education and experience -- course work equivalent to a major as shown above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
Basic Requirements for Plant Physiology Series, 0435 Degree: botany or plant physiology; or a related scientific discipline that included at least 10 semester hours in plant physiology.
Evaluation of Education: The 10-semester-hour requirement in plant physiology is specific. Course work is qualifying if it dealt with plant physiology, some phase of plant physiology, or methods and techniques applied in plant physiology work. Other course work in borderline areas should be evaluated on the basis of content.
Additional Requirements
In addition to meeting the basic requirements described above, applicants must also meet additional qualification requirements as stated below.
GS-14: Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service. Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for the GS-14 level of this position are: Experience leading a research program related to crop production or improvement; publishing research findings in peer-reviewed scientific journals; presenting research findings at professional meetings; managing funds on research grants; and ensuring the development of well-trained scientific and technical staff.
GS-15: Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service. Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for the GS-15 level of this position are: Experience formulating, executing, and leading a collaborative research program related to crop production or improvement; publishing research findings in peer-reviewed scientific journals; presenting research findings at domestic and international scientific meetings; providing guidance to technicians and stakeholders in accomplishing research objectives; developing collaborative relationships with internal and external stakeholders; and serving as Principal Investigator on collaborative research grants.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
