GSA's Office of Shared Solutions and Performance Improvement improves mission delivery and implementation of the Administration’s priorities by bringing the government together to drive innovation, foster collaboration, and shape effective policy. Working through its three functional areas of Executive Council management, Shared Services, and the President’s Management Agenda team, OSSPI’s vision is to be a trusted partner delivering on the Administration priorities by unifying the government as one Federal enterprise. Each administration’s PMA lays out a long-term vision to modernize the federal government. We use cross-sector and cross-government collaboration, performance data, and implementation expertise to help inform the strategies and policy changes that will accomplish the modernization outlined in the PMA.

As a Supervisory Program Analyst, and the lead of the President's Management Agenda team, you will perform the following duties:

  • Plan work to be accomplished, set and adjust short-term priorities, and assign work based on priorities. Recommend training, give advice and guidance on personnel matters. Approve work hours and location, grants leave, and resolves minor complaints and grievances. Interview prospective candidates for positions and make recommendations for appointments, promotions, or reassignments of personnel assigned.  Develop Performance Evaluation Plans and formally evaluate employee performance.  Find ways to improve production and increase the quality of work of the group. 
  • Provide authoritative advice, guidance and direction for formulating, analyzing and identifying work procedures and operational requirements for implementing short and long range program objectives affecting both staff performance and the performance of the programs, projects or objectives. Identify, lead and participate in high-level, regional, national and/or international special projects, working groups, panels, etc. that focuses on unprecedented problems, policy making and shaping the future direction of agency programs.  Recommend actions on proposed contracts, in-house projects or strategic goals, milestones and initiatives.
  • Coordinate with OMB to establish objectives to achieve the use of available resources, including identification of budgetary concerns and ensure integration of budget and performance information, and assessment of program investments in order to aid justification for continued interagency funding.
  • Coordinate and collaborates with stakeholders internal and external to the organization and facilitates administrative functions. Serves as an agency spokesperson, collaborating with stakeholders and confers with government and private officials and represents the organization at symposia and conferences. Oversees the development of papers and reports, reviews for technical feasibility and adherence with the program’s objectives, and ensures proper coordination to avoid inconsistent statements.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. You will be expected to report to a specific GSA duty location at least one or more days a pay period depending upon the terms of the agency’s telework policy.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Serve a one year supervisory or managerial probationary period, if required.

The GS-15 salary range starts at $163,964 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. 

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is defined as experience applying advanced leadership and management techniques to plan and execute a variety of projects related to the president's management agenda and multi-agency initiatives; and making recommendations regarding administrative and programmatic issues.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Ability to lead and supervise.
  • Knowledge of an administrative field, using analysis and innovative thinking to apply new developments to problems and/or make recommendations which change, interpret, or develop public polices and programs.
  • Skill in Project Management.
  • Skill in budget formulation and execution.
  • Ability to communicate orally and in writing.
