Help

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. Although you must reside and perform the job functions in the specific geographic location, it will not require you to report to the agency worksite on a regular and recurring basis.

The position is in GSA, Office of Assisted Acquisition Services (AAS), Acquisition and Procurement Center of Excellence (APEX). The Location of this position will be determined upon selection in one of the following States: Alabama, Florida, Kansas, Maryland, Minnesota, Virginia, Washington DC (Candidate is required to reside or move to one of the states listed).

Major Duties include, but are not limited to the following:

  • Operates as a Project Manager providing technical and acquisition support for commercial and/or noncommercial acquisitions, including but not limited to Information Technology (IT)services, Professional Services (PS),digital services, operations and maintenance, and managed services on a national scale.
  • Manages projects in accordance with all pertinent DoD or agency specific regulations acquisition authorities and principles.
  • Performs a wide range of complex analyses to evaluate customer needs and devise innovative, customer focused solutions.
  • Analyzes requests to determine specific customer needs, conducts extensive coordination with the respective customer agency stakeholders to identify requirements, and manages task orders per agency policy.
  • Develops, monitors, and manages project budgets and contractual spend, ensuring careful planning and allocation of financial resources.
  • Oversees the management of customer funding and follows AAS standard operating procedures to ensure proper billing and cost recovery for services provided to clients.
  • Builds positive relationships by understanding stakeholders' needs, concerns, and expectations, fostering collaboration and cooperation throughout the project lifecycle.
  • Regularly reports to senior management and stakeholders on project progress, achieved milestones, and deviations from the initial plan to build transparency and trust

  • Position security requirements are dependent on the position for which selected, and may be designated at Top Secret, Secret, High Risk, Moderate Risk or Low Risk. Dependent on which position you are selected for you will be required to undergo and pass the appropriate Tier background investigation level. 
  • Any applicant tentatively selected for this position may be required to submit to urinalysis to screen for illegal drug use prior to appointment. Appointment to the position may be contingent upon a negative drug test result.

The GS-13 salary range starts at $103,409 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

Certain location-based pay entitlements (such as locality payment) are based on the location of the employee's official worksite associated with the employee's position of record. 

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is experience managing various types of contracts (Fixed-price, Time and Material, Labor Hours, etc.) for commercial and/or non-commercial acquisitions, including but not limited to Information Technology (IT) services, Professional Services (PS), and/or managed services/supplies. Such experience must include: project management, monitoring contractor performance, and applying financial management principles and practices to acquisitions.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Mastery knowledge of commercial and non-commercial acquisition practices, particularly in areas such as IT services, professional services, and/or managed services/supplies.
  • Knowledge of regulatory requirements, including federal acquisition regulations (FAR), ensuring compliance throughout the procurement process.
  • Skilled in project management to develop, oversee, and manage various types of contracts, including interagency agreements, task orders, and performance work statements.
  • Knowledge of analytical methods, principles, and techniques required to receive, analyze, and resolve customer requests and problems. Ability to conduct studies and analysis to arrive at solutions for customer requirements nationwide or involving state-of-the-art or precedent-setting business or technology needs.
  • Knowledge in performing pre-award and post-award functions. Conducts pre and post-award functions through analyses and extensive research and defines technical and contractual requirements by client needs.
  • Comprehensive knowledge of financial policies and procedures, statutes, regulations, and directives needed to carry out specific job-related activities, which include but is not limited to evaluate/approve invoices, track expenditures/burn rates, provide financial reporting/status to internal and external stakeholders.
  • Proficient knowledge and skills in applying financial management principles and practices on acquisitions to assist Contracting Officers in developing acquisition strategies and ensuring the proper use of client funds.
  • Strong communication and coordination skills to effectively engage with customers, Contracting Officers, and other stakeholders, understand requirements, develop solutions, and facilitate the procurement process.
