As an Information Technology Specialist (Information Technology Project Manager), you will:
Has primary responsibility for the planning, management, solicitation, evaluation, and negotiation of information technology acquisitions and contracts to meet current and long-range PSA technology requirements. Work with PSA program offices to define requirements and to establish priorities. Ensure that IT goals and objectives support Agency plans. Assess alternatives in terms of cost/benefit, return on investment, compatibility with the Agency enterprise system, and recommends strategies and investments that advance PSA objectives.
Develop and manage the IT budget for PSA; develop budget data and justifications; recommend allocation of fiscal resources and manage expenditures. Maintain, analyze and provide information to demonstrate total costs of IT investments.
Prepare contract specifications and request and perform pre-award technical functions for acquisition of products and services necessary for delivery of IT services. Serve as the Contract Officer's Representative (COR), monitoring contractor performance against established requirements. Coordinate with SME (Subject Matter Experts) and customers to identify and specify requirements, work with SMEs to provide technical guidance on requirements, conduct technical reviews, and identify risks and mitigation plans.
Oversee software licensing, asset management and the procurement of information technology goods and services. Ensure that software licenses are distributed in accordance with what has been purchased, tracks usage, and work within the budget process to addresses additional requirements. Provide guidance in IT asset management to ensure accountability and determine replacement or upgrade cycles for changing IT needs. Identify changes in organization priorities and take action to implement/support those changes.
Advise the Office of Technology management team on policies and procedures related to making decisions on obtaining contractual support. Maintain current awareness of emerging trends and identify those with potential for application to PSA.

Specialized Experience: To qualify for the GS-14 grade level, you must have one year of specialized experience equivalent to the GS-13 grade level. Specialized experience is defined as serving as an advisor in information technology policies, procurement planning and objectives to be used in the assistance and preparation of awarding or recommending award of contracts. This includes developing and maintaining systems to evaluate information technology policies and contractual performance supporting business requirements.
