The National Counterintelligence and Security Center (NCSC) is seeking a Deputy Director / Strategic Advisor to the National Counterintelligence Task Force (NCITF). The mission of the NCITF, which comprises 45 federal agencies, is to use a whole-of-government approach to counterintelligence to engage with executives at departments and agencies across the US government, as well as, the private sector to protect national security.

Major Duties and Responsibilities:

Serve as NCSC's representative and Deputy Director / Strategic Advisor to the NCITF.

Participate in NCSC and NCITF leadership meetings and other engagements as needed to promote situational awareness and facilitate coordination and collaboration.

With the co-Deputy Directors, serve as a member of the NCITF leadership team to coordinate efforts within and across NCSC and the NCITF that support the National Counterintelligence Strategy and NCSC's mission. This includes but is not limited to the following:

  • Lead partners and stakeholders in developing approaches for strategic and policy solutions to foreign intelligence threats in accordance IC policies and processes.
  • Coordinate with NCSC and ODNI partners to identify subject matter experts to participate in the NCITF strategic planning process, including identifying campaigns and projects.
  • Lead assessments to identify and apply best practices and lessons learned; identify common themes to position the U.S. for strategic advantage; advise how to prioritize resources; and communicate risks, gaps, and results.
  • Oversee ranking and prioritizing of competing requirements to ensure CI Community resources are effectively allocated.
  • Prepare and provide briefings for senior IC officials and other major stakeholders.

Recognize, value, build, and leverage diverse collaborative relationships with other operational sections; provide common goals, strategy, threat prioritization, training, events coordination, standardization, and promote information sharing.

Qualifications

Mandatory Requirements:

Expert knowledge of the intelligence cycle; IC organizations - specifically ODNI and NCSC; IC mission posture, structures, capabilities, processes, and policy development; National Security Council policy process; and guiding authorities, policies, and regulations.

Superior leadership skills and ability to lead interagency working groups, build ad hoc and enduring coalitions with IC elements, law enforcement, and Federal partners to achieve common goals.

Superior ability to design and implement integration strategies for IC initiatives and programs.

Superior analytical and critical thinking skills, including the superior ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.

Superior ability to manage strategic and tactical level topics and develop innovative recommendations and solutions for improvement.

Superior ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions

Superior interpersonal, organizational, communication, planning, team building, and problem-solving skills; superior ability to leverage professional networks and build coalitions to achieve common goals.

Superior oral and written communication skills, including superior ability to communicate effectively with audiences of varying seniority and expertise in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.

Superior ability to understand organizational dynamics and expertly navigate within to define a clear vision for success and advance the mission.

Generally, ten -twelve years of related experience.

Bachelor's degree or equivalent experience as determined by mission specialty area.

Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
