Duties

Help
  • Serves as an Intelligence Specialist specializing in Counter Threat Finance (CTF). Provides analytical expertise in support of ongoing operations and intelligence activities at the developmental or full-performance level.
  • Conducts complex all-source intelligence analysis, production and reporting that examines the financial underpinnings of national security threats in the USSOUTHCOM Area of Responsibility (AOR).
  • Utilizes access to bulk financial intelligence data sets and leverages technology (including advanced analytic tools) to provide Conter Threat Finance (CTF) analytic support in one or more functional areas
  • Identifies key illicit financial nodes, develops outlays of illicit financial networks, assesses illicit finance techniques and tradecraft, and analyzes illicit financial trends.
  • Develops working-level relationships within the broader threat finance intelligence and U.S. law enforcement communities to expand knowledge base, gain access to relevant information, and promote working relationships.
  • Participates in analytical exchanges, national/regional conferences and working groups and supports development of CTF-related organizational plans and policy.

  • Must be able to obtain and maintain a TOP SECRET security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a Tier 5 Investigation/Single Scope Background Investigation (SSBI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary duty (TDY) travel is required up to 20% of the time.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.

In order to qualify, you must meet the education/experience requirements for the GG-09 and experience only for the GG-12 position requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience Requirement (Education and/or Experience) for the GG-0132-09:
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience 1) utilizing basic concepts, methodologies, and/or techniques associated with intelligence operations that support Counter Threat Finance Operations; AND 2) reviewing financial transactions and/or data to determine fraudulent and/or illegal financial activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07).
OR
A Master's Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as International Relations, Foreign Area Studies, Political Science, Geography, Foreign Affairs, International Law, History, Economics, Demography, Engineering, Law, Sociology, Psychology, Military Science, Cartography Social or Cultural Anthropology and/or Physical or Chemical Science. OR
A Master's Degree or Law Degree (LLB or JD) that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position. (NOTE: Transcripts must be submitted with application).

Specialized Experience Requirement (Experience Only) for the GG-0132-12 grade level:
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience 1) applying financial analysis methods and/or techniques to detect illicit financial activities AND 2) reviewing all-source intelligence data to identify illicit financial trends. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

This is a developmental position, which is being filled at the developmental GG-09 level or the full performance GG-12 level. You maybe noncompetitively promoted to the full performance level after meeting all regulatory requirements and upon the recommendation of management. Promotion is neither implied nor guaranteed.
