Summary

DCSA is seeking a Supervisory Building Management Specialist to oversee a staff of project managers. The incumbent must simultaneously manage multiple, dispersed facility projects at various project schedule stages and is required to manage a wide spectrum of tasks, such as prospectus or military major land acquisition. The incumbent must possess knowledge of operating programs and their interrelationships and with skills in long-range planning and financial management.

Help

As a SUPERVISORY BUILDING MANAGEMENT SPECIALIST you will be responsible for the following duties:

  • The incumbent in this position will serve as the Chief, Space and Project Management Branch.
  • The position is responsible for overseeing, managing, planning and directing a variety of project management activities and staff that support the DCSA space portfolio. Coordinate with the General Services Administration (GSA), U.S. Army Corps of Engineers (USACE), military departments (MILDEPS) installations and Washington Headquarters Services (WHS) for the acquisition, build-out and occupancy of DCSA facilities.
  • Plans, develops, manages, implements and maintains DCSA-wide policies, programs, procedures and processes required for functional and operational DCSA facilities meeting mission requirements.
  • Plans, develops and coordinates office space design and configuration to maximize space utilization and satisfy agency requirements.
  • Plans work for accomplishment by subordinates, sets and adjusts short-term priorities and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training

  • Incumbent may be required to operate automotive passenger vehicles in connection with the performance of duties. A valid driver’s license is required.
  • This position is designated as "mission essential" for purposes of continuity of operations in an emergency.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:

  • Experience providing guidance and oversight over the creation of relevant space/facility goals for a multi-faceted, distributed organization.
  • Experience developing long term plans regarding facility space.
  • Experience communicating with customers and executive leadership.
  • Experience in space planning functions including real property, real estate, furniture acquisition, and work area standards.
  • Experience working with a construction process, land acquisition process, or prospectus level work.
  • Process and manage related projects.

Substitution of education may not be used in lieu of specialized experience for this grade level.
