Help

Plans, coordinates, and administers the preservation, packaging, packing, and crating of systems and components for export and domestic shipment, storage, repack, and assembly of modification kits in support of the agency wide National Airspace System (NAS) program.

Directs the work of subordinate employees at the organization unit level. Managerial duties include setting priorities; assigning tasks; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking or recommending corrective/disciplinary action, as appropriate; and the development/continuous review of position requirements and standards.

Applies a comprehensive knowledge of the technical aspects of the work directed, a detailed knowledge of budget, human resource, and other administrative policies and procedures, and a detailed understanding of the objectives of the organizational unit. Plans, directs, and administers the Aeronautical Center’s operational transportation management functions. Establishes criteria; assesses program effectiveness; and analyzes a variety of unusual conditions, problems, or questions. Develops and implements transportation policies for the FAALC's overall supply mission.

Directs transportation management support in the analysis, advice and implementation of policies and procedures dealing with transportation matters to MMAC, FAALC, tenant organizations and FAA. Provides fiscal estimates and projections, both current and long range, of transportation cost effects on overall logistics programs of the FAA. Plans, directs, and provides for proper classification and movement of hazardous material and provides technical expertise on such matters to the FAA and other government agencies, as required. Plans, coordinates, directs and evaluates the efforts of branch personnel involved in the preservation, packaging, packing, and marking program for export and domestic shipment.

Assures supply support requirements for all FAA facilities are met, to include facility outages, natural disasters, and other priorities which impact the air traffic control systems. Continually evaluates program goals and objectives and provides input with overall division and FAALC goals/objectives. Determines programs and major projects that should be initiated, eliminated, and curtailed and prescribes the priority, timing and resources (personnel and dollars) required to support these decisions internally within the branch and makes recommendations to the division managers with regard to division-wide priorities.

Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to share information. In some areas, may also have frequent contact with customers to explain policies, procedures or for other project/program purposes. Established guidelines, policies, and procedures typically govern work. Resolves routine problems independently, but consults with higher-level management when existing guidelines are not available or applicable to complex problems. May be called upon to assist in the development of new policies and procedures.

Individual and organizational performance is typically reviewed periodically by higher-level management, often through status reports and organizational performance measures, to ensure timeliness, policy compliance, and alignment with project/program objectives. Work activities typically impact directly on the objectives of the organizational unit. In some areas, the work may affect the organizational unit's internal and external customers.

Qualifications

To qualify for this FV-I (FG/GS-13) position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H (FG/GS-12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes: experience evaluating supply storage, receipt, distribution, inspection and control actions. Experience performing leadership functions for projects, programs, studies or other work activities while tasked with evaluating the quality of supply chain services delivered by the branch. Experience leading the work of subordinate employees at the organizational unit level.

Quality Ranking Factor (QRF): It has been determined that well qualified applicants will demonstrate the following within their resume:

1. Knowledge of supply systems, including automated systems and their interfaces with receipts, storage, and issues processes.

2.Experience utilizing policies and regulations.
