Summary

This position is located at the US Naval Academy Laundry and Dry-Cleaning Facility, which exists to provide full laundry and dry-cleaning services to the Brigade of Midshipmen and other authorized customers. This facility, with unusually stringent quality standards, high volume of bundle work, and strict delivery schedules is self-supporting and administered as a non-appropriated fund instrumentality. The Assistant Manager performs managerial duties in support of the General Managers guidance.

Duties

Help

  • Takes corrective actions, which may include redeploying workers between departments, recommending overtime work, and reprioritizing workload
  • Works directly with the General Manager. Assists in preparing the annual budget
  • Assist in planning, directing, and coordinating winter and summer programs for storage of uniforms and bag work for 4400 Midshipmen while on cruise or fulfilling other commitments
  • Ensures collection of, analyzes, and uses performance metrics and reports for all production areas. Initiates necessary paper work and recommends appointment of applicants for hiring
  • Administers labor-management relations with union representatives and employees. Meets and consults with union representatives
  • Responsible for procurement, storage, and accounting of all supplies and equipment within established guidelines
  • Assists in directing and coordinating textile testing activities for the Midshipmen Store, the Midshipmen Food Services Division, Public Works Department and Uniform Officer pertaining to color, fastness, dry cleaning, durability of garments, etc. No new uniforms are adopted until incumbent completes these tests
  • Responsible for economical, efficient and timely door to door pickup and delivery service of all laundry and dry cleaning to the Brigade of Midshipmen and organizational customers
  • Responsible for timely and accurate receipt, accountability, storage and issue of all other uniform garments and other clothing items worn by the Brigade of Midshipmen throughout year. These items must be completely processed through the cleaning system prior to storage. This poses an additional challenge for incumbent because this workload must be funneled through the plant along with all other normal daily throughput
  • Assists in other functions of the NABSD Program as assigned
  • Walking up and down stairs, observing, working with hands and conducting onsite inspections is required.
  • The incumbent spends an equal amount of time in office setting and on the shop floor in a plant environment. In the plant environment, the temperatures and noise levels are high and vary considerably.

QUALIFICATIONS & REQUIREMENTS
Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their education, related experience, training, awards, and supervisory appraisal demonstrate they possess the desired knowledge, skills, and abilities (KSAs).

  • Must obtain and maintain a security clearance - requires 18 years of age
  • Males born after December 31, 1959 must be registered for Selective Service
  • Verification of employment eligibility in the United States is required
  • One-year probationary period
  • U.S. Citizenship is required for Tier 3 Positions


KNOWLEDGE, SKILLS and ABILITIES (KSAs) for this position are as follows:

  1. Incumbent possess a minimum of 2 years' experience in a large-scale production enterprise; strong knowledge of laundry operations and garment care techniques preferred.
  2. Incumbent must have demonstrable experience in hiring, training, supervising, and evaluating employees.
  3. Incumbent must possess strong written and oral communication skills, to delegate effectively, foster a positive work culture, and drive a team towards achieving production targets.
  4. Incumbent must have computer experience, to complete bookkeeping, budgeting, purchasing, and evaluation duties.
  5. Incumbent must possess the necessary skills to become competent in washroom formulas for clothing as well as all types of chemicals used in washers, to implement quality control measures and meet established standards.
