NOTE: This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09. At the GS- 07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.


Ensures that daily audits are being done and that departments are following policies and procedures;

Makes changes approved by change control committee, performs basic testing and communicates changes to departments;

Troubleshoots issues, logs service records, and reviews revenue codes with department heads and outside consultants to ensure compliance;

Reviews suspended charges (workload) and provides feedback and education to departments;

Reviews charges in manual, on-hold and other excepted status for resolution or escalation;

Develops process documents for charge error resolution and maintains process documents for revenue integrity procedures;

Works with Department Managers to provide education to departments regarding appropriate documentation and charging to ensure compliance with billing rules;

Submits changes through organization change control and educates departments regarding charge reconciliation procedures and revenue integrity principles;

Traces transactions from Charge Entry to Interface to Billing to Financial Accounting;
Works with VA Managerial Cost Accounting (MCA) team to review workload capture and stop codes for reporting purposes;

Researches third party payer reimbursement and claim submission policies and educates facility staff on reimbursement requirements to ensure clinical documentation supports reimbursement;

Establishes and maintains effective working relationships with clinical, Information Services, HIMS Facility Revenue, and other Revenue Operations departments to facilitate expeditious resolution of coding and billing issues related to the functionality of the CDM file and related interface processes that causes delays in submission of the download data;

Supports the development of training programs and supporting materials relative to facility billing and coding guidelines and protocols to ensure that specific areas of need are addressed and that all materials comply with applicable rules and regulations;

Writes effective training documents, reports, newsletters and interdepartmental correspondence;
Performing related duties as required.

Work Schedule: Monday through Friday, 8:00am - 4:30pm.

Qualifications

GS-07: One year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the GS-05 grade level in Federal service. Specialized experience includes: implementing quality improvement practices; creating reports and evaluating data; and creating and/or implementing training plans. This experience must be detailed in your resume to receive credit. ~OR~
A bachelor's degree with superior academic achievement (SAA). Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
Rank in the upper one-third of your class in the college, university or major subdivision.
A grade-point average of "B" (a GPA of 95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.
Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. One year of graduate education from an accredited college or university that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts required. ~OR~
An equivalent combination of specialized experience and graduate education as described that demonstrates your ability to perform the duties of this position. Experience must be detailed, and transcripts required.

GS-09: One full year of specialized experience equivalent to the next lower grade level (GS-7) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled? Specialized experience includes implementing quality improvement practices; creating reports and evaluating data; and creating and/or implementing training plans. Knowledge is required of the principles, concepts, and methodology of line programs. Assignments require skill in conducting interviews with supervisors and employees to obtain information necessary to evaluate and analyze the issues of the assignments. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. -OR-
A master's or equivalent degree OR 2 full years of progressively higher-level graduate education leading to such a degree? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work (Transcripts required) -OR-

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
