The Director of Investment Planning and Analysis is responsible for the leadership, evaluation, and quality assurance of business cases, benefits estimates, and life cycle cost estimates in support of all FAA Lines of Business and Staff Offices. The Director is responsible for providing executive direction and oversight in the establishment and review of business cases that are used to make decisions about major capital investments, including legacy air traffic control infrastructure and the Next Generation Air Transportation System (NextGen). The Director manages a $200k budget, provides executive financial oversight for all major contracts at the FAA, and oversees a team of 30 staff members, including four K-Band managers.

Principal Responsibilities:

  • Oversees the management, evaluation and conduct of projects, programs, studies, and initiatives that involve complex technical parameters, associated economic risk, and schedule analysis tools. Leads business case analyses, benefits estimates, and life cycle cost analyses and evaluations to support decisions regarding the legacy air traffic control infrastructure and the FAA's NextGen.
  • Directs and provides guidance and training to interdisciplinary teams from across the FAA in the design, development, and application of methods and tools used in cost and business analyses to support the National Airspace System.
  • Collaborates with the Chief Financial Officer to build and maintain relationships with stakeholders, including representatives of Congress, the national military establishment, other Federal agencies, State and local governments, the aviation industry, and the general public, as well as various other domestic and foreign public and private organizations concerned with aviation safety standards and policies. Ensures the projects are cost-effective and that the investment portfolio aligns with the mission and reflects stakeholder needs.
  • Serves as a member of the Capital Investment Team, Acquisition Executive Board and the Enterprise Architecture Board and engages in strategic planning to align long-term goals with the organization's objectives while actively communicating with stakeholders to gather insights and build support for initiatives.
  • Leads independent financial reviews of major FAA contracts, validating investment plans and assessing early cost and schedule estimates for budget formulation. Evaluates program alternatives by analyzing schedule, cost, and benefits, while examining the overall business case, strategic alignment, risk factors, and economic return. Provides approval recommendations to the CFO and monitors compliance with approval conditions.
  • Leads the development, tracking, and evaluation of metrics associated with the business case development, cost analysis processes, independent review processes, and related training initiatives.

  • LEADERSHIP REQUIREMENT: Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques.
  • TECHNICAL REQUIREMENT: Experience leading an organization in investment and portfolio analysis, business case development, and operations research modeling to drive strategic decision-making and optimize organizational performance.
