Summary

The Project Management Analyst position will report to the Chief of the Enterprise Project Management Branch (EPMB) within the Enterprise Project Services Division (EPSD) in the Department of Technology Services (DTS). The Department of Technology Services (DTS) provides leadership and accountability for the judiciary's national information technology (IT) management, governance, and oversight processes, including IT project planning, acquisitions, and standards.

Duties

Help

The Enterprise Project Management Branch plays a critical role in providing enterprise IT project management subject matter expertise not only to DTS but to other IT Offices within the two departments outside of DTS. EPMB is primarily responsible for the development and update of the Information Technology Management (ITPM) Framework, a framework established for projects in all IT offices. EPMB works with project management resources throughout the agency to ensure understanding and compliance to the requirements within the Framework. The Project Management Analyst will assist in enterprise efforts that will promote adherence to the Framework and improve project management practices.

The duties of the position include, but are not limited to:

  1. Assisting Office PMOs with the transition of the agency's Information Technology Project Management framework (ITPM) from an output-based framework to an outcome-based framework.
  2. Assisting Office PMOs in identifying appropriate outcomes for projects and determining how outcomes will be measured.
  3. Assisting Office PMOs in capturing monthly agency-wide project metrics that determine if expected outcomes have been achieved.
  4. Assisting in yearly assessments that measure compliance to the Framework.
  5. Mentoring PMO resources in other IT Offices.
  6. Assisting in administering the IT Major Project Review Process including scheduling reviews, conducting reviews, assisting projects preparing for the reviews, and coordinating follow-up activities for each bimonthly review.
  7. Performing other duties as required.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:

  • Leading IT development projects;
  • Coordinating IT major project reviews;
  • Training project teams in basic and advanced project management practices; and
  • Mentoring project teams in project management best practices.
Desired but not required: A Project Management Professional (PMP) Certification.

Education

This position does not require education to qualify.
