As the Campaign Finance Analyst in this position, you will:

  • Function as Campaign Finance Analyst and oversee the campaign finance disclosure requirements and the policies and procedures for reports analysis in order to conduct the review of filers' reports.
  • Prepare letters to outline corrective actions for committees, and other reporting entities, and identify matters requiring referral to other FEC offices.
  • Identify committees and other reporting entities that are considered late- and non-filers and subject to the Administrative Fines Program.
  • Provide quality customer service to internal and external customers by phone, electronic correspondence, and in person.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial or official transcripts must be provided with your application.

Minimum Qualifications for GS-0301-07:
A. Specialized Experience: You must have at least one full year of specialized experience. This must include activities such as: (1) assisting with the application of qualitative and quantitative analysis research and evaluation techniques; (2) using automated software or databases (e.g., Access, Excel, Word, etc.) to complete assigned tasks; (3) assisting with preparing letters, reports, or documents to support accomplishment of organizational goals; (4) assisting with compliance monitoring of various organizational programs.
This experience must be comparable in scope and responsibility to the GS-05 level in the Federal service (obtained either in private or public sectors).

B.
Education: Have successfully completed 1 full year of graduate level education. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (Note: you must include copies of your transcripts with your application to support this claim.)
OR
C. Superior Academic Achievement:
Met the requirements for Superior Academic Achievement by earning a bachelor's degree with at least one of the following (1) a grade point average (GPA) of 3.0 or higher based on a 4.0 scale; (2) a 3.5 GPA or higher for required courses completed in a major field of study during junior and senior year of a 4-year college or university; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college, such as the College of Liberal Arts, based on completed courses; or (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position being filled. D. Combination:
Have successfully completed a combination of education and experience as described above that, when converted to percentages, equal at least 100% of the total requirement. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify this grade level. (Note: you must include copies of your transcripts with your application to support this claim.)

Minimum Qualifications for GS-0301-09:
A. Specialized Experience: You must have at least one full year of specialized experience. This must include activities such as: (1) applying qualitative and quantitative analysis research and evaluation techniques; (2) using automated software or databases (e.g., Word, Access, Excel, etc.) to verify and/or analyze information on financial disclosure documents; (3) reviewing and/or comparing data in financial reports and associated documents; (4) providing customer service to internal and external customers.
This experience must be comparable in scope and responsibility to the GS-07 level in the Federal service (obtained either in private or public sectors).

B. Education:
Have a master's degree, or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such degree or LL.B. or J.D. from an accredited college or university, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. C. Combination:
Have successfully completed a combination of education and experience as described above that, when converted to percentages, equal at least 100% of the total requirement. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. Status candidates must meet time-in-grade/band requirements: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 grade level.
One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 grade level.
(Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

In addition to meeting the Qualifications, you must meet the Selective Placement Factor: Have experience in working with campaign finance/campaign funds and/or analytical research or evaluation techniques.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

Bargaining Unit: This is a bargaining unit position (National Treasury Employees Union (NTEU) Chapter 204).
