This position is located within the Department of Commerce (DOC), National Telecommunications and Information Administration (NTIA), First Responder Network Authority (FirstNet Authority), Public Safety Advocacy, located either in Reston, VA; Boulder, CO; or remote.

This position is being advertised as both location negotiable after selection and with a duty station(s) of either Reston, VA or Boulder, CO with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval.

At the full performance level ZA-4 the major duties of this position include, but are not limited to the following:
1. Plans, oversees, coordinates and implements the programs and activities of the FirstNet Authority Academy, including the development and implementation of goals, objectives, policies and priorities.
2. Partners with FirstNet Authority employees and stakeholders to identify training needs and develop in-person and virtual education and training engagements, geared toward increasing understanding of FirstNet features and capabilities by FirstNet Authority employees and public safety stakeholders, and obtain public safety needs, inputs, and feedback.
3. Creates coursework, curricula, syllabi, vignettes, and instructional videos for use in FirstNet Authority Academy trainings.
4. Coordinates and provides a variety of public safety related education programs to public safety professionals, which may be added to existing curricula that these groups already have, used for continuing education requirements.
5. Identifies and develops relationships with local, county, state, federal, tribal, and territorial public safety entities, and external institutions that support the objectives of the stakeholder collaboration program, in coordination with internal subject matter experts.

The FirstNet Authority has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information: ZA-IV
Reston, VA: $117,962 - $181,216 per annum
Boulder, CO: $114,970 - $176,620 per annum
Remote: $103,409 - $191,900 per annum

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.

(1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
A. Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
or
B. Experience: Specialized experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction.

AND

(2) Specialized Experience
To qualify for the ZA-IV, you must possess at least one full year of specialized experience equivalent to at least the ZA-III or GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1. Supporting the management of a regional or national training program.
2. Developing or executing stakeholder focused education materials and/or training engagements for groups such as public safety or the military or for personnel utilizing broadband technology.
3. Monitoring the effectiveness of a training program and identifying opportunities for improvement.

Desirable experience: Experience doing the above items for public safety or the military or for personnel utilizing broadband technology.
