Major Duties: This is not an all-inclusive list

As a Data Analytics Specialist (Title 32), GS-0301-9/11, you will:

  • Administers and coordinates diverse data analytics portfolio for both Army and Air National Guard projects.
  • Sets appropriate work priorities, applies knowledge of organizational needs and deadlines, and consistently follow-up to assure receipt of required documentation.
  • The incumbent works with array of different projects to help identify and analyze information from various sources and develops meaningful program data, information, and reports in a variety of formats for presentation to and utilization by Senior Leaders, supervisors, and colleagues.
  • The incumbent will assist with research, design, and manage the content, design, layout, and features Analytical dashboards and various business intelligent tools.
  • Utilizes expertise in interpreting, developing, and applying appropriate data to generate usable products that enable leaders to make informed decisions about the enterprise related to business processes, management, and efficiencies.
  • Conducts studies, identifies trends, risks, and themes based on the data and information.
  • Performs qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of National Guard programs (examples include Comptroller, Logistics, Real Property, Maintenance, and Human Resources).
  • Inspects and reconciles data to ensure validity of information.
  • Develops and maintains a myriad of reports.
  • Confirms and validates data prior to use for reports through systems of record.
  • Keeps supervisors and staff informed of administrative issues and developments.
  • Responds to questions and resolves problems for staff.
  • Provides leadership and significantly contributes to ad-hoc or regular workgroups within the data analytics management community.
  • Performs other duties as assigned.

Compatible military grade and assignment required prior to the effective date of placement.
This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.   • This is a National Guard dual status technician position which requires military membership.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Must be able to obtain and maintain a SECRET security clearance.

  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.
  • Participation in direct deposit is mandatory.

  • Soldiers who accept a technician position may be terminated from the Bonus and Student Loan Repayment Program (SLRP).
  • This position is covered by the Domestic Violence Misdemeanor Amendment(30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours.
  • May be required to travel by car, in military and/or commercial aircraft and by other means of transportation as appropriate to perform temporary duty assignments.
  • The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory.

Qualifications

Minimum Requirements:
Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

Specialized Experience GS9:
Have least 1 year at the GS-0301-7 level ?*provide SF-50 to support*.
OR
have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures.

Specialized Experience GS11:
Have least 1 year at the GS-0301-09 level? *provide SF-50 to support*.
and
Meet the following:

  • Incumbent has a grasp of data analytics principles and policies; Federal statues pertaining to financial management, grants and cooperative agreements; DoD and NGB fiscal policies and directives; knowledge of software such Power BI and the other Power Platform tools.
  • Knowledge of and skills in multiple different subject matter areas such as business aspects of financial management, human resources, grant/cooperative agreement, and other mechanisms including regulations, principles of cost planning, earned value management, negotiation techniques, labor-rate analysis; pre-award, award, and post-award requirements; administration and termination; price/cost techniques; data analytics, and forecasting problems.
  • Knowledge of the analysis environment (such as cost) and source of analysis methods and data, including other service agencies, research organization, Industry personnel, and other DoD personnel analysis organizations. Includes the knowledge of both federal government and private industry data source and data utilization.
  • The incumbent has the ability to analyze and resolve complex problems in the absence of precedents, design, implement, and evaluate new procedures. The incumbent works effectively with program and recipient staff in an overall team approach to obtain mutual goals; to resolve complex problems; and to serve as an authoritative source for interpreting and applying rules, regulations, and procedures.

Education

GS 9: Substitution of Education: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.

GS 11: Substitution of Education:Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
