Duties

Help

As a Student Behavioral Health Program Specialist GS-0101-9/11/12, your typical work assignments may include the following under supervision:

  • Serve as advisor to the Associate Deputy Director regarding wellness, behavioral health, trauma, and physical health and safety issues.
  • Provide behavioral health specific, technical assistance, delivery for schools and guidance to school administrators.
  • Identify protocols/procedures, warning signs, prevention, psycho-educational frameworks or resources, risk reduction techniques, direct service delivery protocols, crisis intervention strategies, student and family support, peer support programs, effective decision-making strategies, crisis and stress management.
  • Serve as a liaison to internal and external partners and collaborating with school officials, tribal agencies, community organizations, state education agencies and other organizations.
  • Prepare and collaborate with others on the preparation of comprehensive reports, summaries of stakeholder engagements and tribal consultations, and investigations.
  • Develop presentations on wellness, behavioral health, trauma, and physical health and safety programs, incorporating charts, graphs, tables with necessary supporting written analysis.
  • Implement internal policies, standards, guidelines, and standard operating procedures.
  • Track and analyze the efficacy of staff training, identify training needs, and develop comprehensive plans.
  • Develop and provide guidance on solicitations for grants, contracts and/or cooperative agreements.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

BASIC REQUIREMENTS:
Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to meeting the Basic Requirement, you must also meet the Minimum Qualifications requirements below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-9: Applicant must have one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service that includes: Assist in improving outcomes for students; Assist with program planning in administering wellness, behavioral health, trauma, physical health or safety programs; Communicate effectively to present sensitive or sometimes controversial material; Provide technical assistance of established methods and practices
OR
Successfully completed two (2) years of progressively higher-level graduate education leading to a master's degree ormaster's or equivalent graduate degree
OR
A combination of graduate level education and specialized experience when combined together meets 100% of the total requirements for the position.

GS-11: Applicant must have one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service that includes: Integrate new findings into school programs or initiatives to improve outcomes for students; Maintain current on the research, studies or best practices in the fields of wellness, behavioral health, trauma, physical health and/or safety; Administer wellness, behavioral health, trauma, physical health or safety programs; Develop instructional materials or methods sufficient to provide guidance on wellness, behavioral health, trauma, physical health or safety education; Provide expert technical assistance to professionals in the field; Introduce innovative approaches or extension of established methods or practices; Communicate and present sensitive or controversial material related to wellness, behavioral health, trauma, physical health or safety education
OR
Successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
OR
A combination of graduate level education and specialized experience when combined together meets 100% of the total requirements for the position.

GS-12: Applicant must have one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service that includes: Apply research, studies or best practices in the fields of wellness, behavioral health, trauma, physical health, and safety, prevention, or intervention to integrate new findings into school programs or initiatives; Improve outcomes for students; Apply a range of analytical and evaluative methods; Plan and administer programs in major wellness, behavioral health, trauma, physical health or safety; Maintain a program budget procedures; Experience in grant funding, policies and procedures applicable to regulations; Develop curriculum, instructional materials or methods sufficient to provide guidance on wellness, behavioral health, trauma, physical health or safety education; Develop and present sensitive or controversial material or recommendations to internal and/or external agencies; Provide technical assistance to professionals in the field; Introduce innovative approaches or extension of established methods or practices.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
