Help

As a Senior Accountant, you will:

  • Provide analysis and advising in regard to accounting programs, financial systems, business processes, and establishing and communicating Fiscal Service accounting policies and standards.
  • Establish financial and management accounting and reporting requirements consistent with financial rules and regulations and advise accounting procedures and controls to ensure adherence.
  • Oversee operations of the monthly management and financial accounting functions, ensuring that all accounting guidelines, regulations, and policies are met.
  • Serve as a subject matter expert on accounting matters and coordinate with the appropriate external and internal parties to set Fiscal Service's financial policy.

  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
  • Public Trust - Background Investigation will be required.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

Specialized experience for the GS-13 is defined as one year of experience at the GS-12 level, or equivalent, which is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this grade includes the following:

- Identifying and evaluating accounting policies, procedures, or accounting issues and making recommendations for improvements to senior management; AND
- Ensuring financial activities are accomplished in compliance with applicable guidelines, such as Generally Accepted Accounting Principles, Federal Accounting Standards, federal regulations, or organizational policies; AND
- Preparing, analyzing and interpreting accounting data, records, and reports; AND
- Participating on audits, reviews, or management requested studies of financial statements or operations.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

Education

Education Requirements:

Basic Requirements for Accountant 0510 series:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
