WHAT IS THE PRIVACY, GOVERNMENTAL LIAISON AND DISCLOSURE (PGLD) DIVISION?

Vacancies will be filled in the following specialty areas:
Privacy, Governmental Liaison and Disclosure (PGLD), Governmental Liaison, Disclosure and Safeguards (GLDS), Disclosure

The following are the duties of this position at the full working level.

  • Researches, analyzes, and evaluates data for response to information requests submitted under FOIA, PA or IRC 6103. Assembles and reviews proposed response packages to information requests. Implements appropriate closing procedures.
  • Processes Criminal Investigation (CI) cases which includes utilizing related statutes and Grand Jury information to determine which IRS records can be released. Resolving case complexities such as utilizing data on CI search and seizure, identifying other sources when no records are available in local CI, and needing to contact other states for assistance.
  • Processes Labor Relations (LR) requests involving Equity, Diversity & Inclusion (EDI), Treasury Inspector General for Tax Administration (TIGTA) and potential litigation proceedings. Completes FOIA cases filed by former and/or current IRS employee involving EDI or LR.
  • Coordinates the exchange of Federal tax and other official information with several states between the IRS, the public, state taxing agencies, other local and Federal government agencies, and U.S. Attorneys. Develops Memoranda of Understanding as needed to ensure timely responses to requests, including release of personnel records or Federal tax information.
  • Reviews information requests for appropriateness completeness and conformance with procedural and legal requirements. Independently responds or prepares the response for the appropriately delegated official's signature.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE FOR GS-12: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: In-depth knowledge of -and experience with- Disclosure Legislation, statutes, Internal Revenue Code (IRC) Section 6103, the Privacy Act, Freedom of Information Act (FOIA), the IRM, and other guidelines to effectively deal with the release or non-release of information on complex requests for IRS records including working knowledge of -and familiarity with- Exam, Collection and Appeals administrative case files, forms, and workpapers. Extensive experience using IDRS and other IRS systems to effectively research and respond to complex questions concerning the release of information, including federal tax information (FTI) involving Privacy Act, FOIA, and IRC Section 6103 to requesters, taxpayers, representatives, and/or government agencies. In addition, your experience should include a wide range of analytical techniques used to resolve complex technical problems affecting both internal and external IRS customers where disclosure statutes and guidelines must be interpreted and applied. To be qualifying, your experience must include strong oral and written communication techniques, preparing reports, documenting case files within an inventory management system, and scheduling meetings with both internal and external customers to resolve case processing issues. Experience managing an assigned inventory consisting of multiple workstreams requiring interpretation and communication on policy and relevant statutes, while working independently on an array of diverse and complex matters.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.   • Tour of Duty: Monday-Friday, Day Shift between 6:00 a.m. - 6:00 p.m.
  • Alternative work schedule, staggered work hours or telework may be available.
