The Program Manager (Civil Rights, DEIA, and EEO):

  • Serves as the Corporation’s expert on Civil Rights, DEIA, Anti-Harassment, Reasonable Accommodations and EEO program matters
  • Provides strategic, operational, and organizational initiatives that grows capacity for intercultural competence, nurturance of diverse populations, and inclusive leadership.
  • Performs internal studies to assess the efficiency and effectiveness of Corporation policies, directives, initiatives, and working procedures
  • Researches policy issues and recommends changes and ensures progress that meets the goals of the Corporation, as well as full compliance of the Department of Transportation’s requirements
  • Serves as confidential resource, facilitator, mediator, consultant, and dispute resolution practitioner for GLS personnel, seeking informal and early resolution of a wide range of workplace related and policy concerns

The ideal candidate is an experienced Senior Civil Rights, DEIA, and EEO Program Manager with a strong mastery of program management and a proven track record of advancing Civil Rights initiatives. This candidate has in-depth knowledge of EEO, DEIA, Reasonable Accommodation programs, Title VII of the Civil Rights Act of 1964, E.O. 14091, and the Equal Pay Act. Skilled in fact-finding, analysis and conflict resolution, the ideal candidate excels at preparing comprehensive reports that provide data-driven insights and actionable recommendations. PLEASE NOTE: One vacancy will be filled from this announcement from either Massena, NY or Washington, DC which will be determined by the manager.  The difference in the salary is determined by the locality pay in the duty location. CONDITIONS OF EMPLOYMENT:

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience independently leading, coordinating, and conducting investigations, writing reports of data analysis and conciliations of allegations of discrimination and/or non-compliance with Federal regulations and statutes by using fact-finding techniques, analyses, and evaluations of equal opportunity principles to achieve compliance, identify and resolve problems early and at the lowest level possible.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience with a broad range of concepts, principles, and methods of a broad area in the field of Civil Rights and EEO. Knowledge of the Title VII of the Civil Rights Act of 1964, as amended, , Equal Pay Act, Age Discrimination in Employment Act, and the Rehabilitation Act, precedent court and administrative decisions, executive orders, agency rules and procedures for conducting investigations and negotiating settlement agreements. Experience conceiving, planning, and managing entire administrative functions for broad, emerging, and critical diversity, inclusion, and EEO programs.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
  2. Interpersonal Skills - Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences.
  3. Conflict Management - Manages and resolves conflicts, grievances, confrontations, or disagreements in a constructive manner to minimize negative personal impact.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
