This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services, (CMCS), Data and Systems Group (DSG), in the Division of State Systems (DSS).

As an IT Specialist (SYSANALSIS), GS-2210-14, you will provide Account Transfer (AT)-related updates across CMCS and engages other teams in CMCS to coordinate decisions impacting the systems implementation of AT.

Help
  • Direct the review and approval of Medicaid Management Information Systems (MMIS) and Eligibility and Enrollment Systems through the application of performance standards.
  • Plan, coordinate, and perform systems design and development of major information technology (IT) functional areas, which may include providing direction to lower-level staff and/or contract personnel.
  • Recommend work assignments based on task complexity and knowledge of systems needs and program requirements.
  • Provide expert and authoritative advice and guidance in the evaluation of proposed, modified, or new legislation and regulations to assess the impact on the Medicaid IT environment including the MMIS considering the MITA principles.
  • Prepare a variety of written products, including, but not limited to, regulations, State Medicaid Director's letters, state plan amendment templates, briefing documents, and issue papers related to Medicaid IT systems.

You must have IT-related experience demonstrating each of the four competencies listed below:

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Leading national level healthcare IT projects to oversee funding of information technology (IT) systems in support of Medicaid and Children's Health Insurance Program (CHIP) or other national healthcare insurance program; 2. Implementing IT systems supporting healthcare insurance administration; e.g., enrollment, eligibility, payment, or program integrity; AND 3. Managing the coordination of account transfers from the FFE to State Medicaid Agencies, including coordinating with internal external partners and acting is primary point of contact for DSG on all account transfer related work .

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Workplace Flexibility at CMS: This position has a regular and recurring reporting requirement to the CMS office listed in this announcement; however, CMS offers flexible working arrangements and allows employees the opportunity to participate in telework combined with alternative work schedules at the manager's discretion. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Supervisory positions must report a minimum 2 times per week and non-Supervisory positions must report a minimum of 2 times per pay period.
