As a Deputy Associate Administrator, you will:

  • Oversee and work closely with the Director of Public Affairs specialist and Congressional Affairs in coordinating the agency's marketing and outreach initiatives as well as day-to-day press activities, Congressional inquiry responses, developing and implementing strategic communication initiatives, and planning executive information programs.
  • Be responsible for and oversee the work of TCA staff related to correspondence management and control.
  • Provide consultation to managers on developing public and congressional affairs activities and materials for internal and external use: Advise on potential media, congressional, and public reaction to proposed policies and programs.
  • Manage public relations programs involving issues that are controversial or of significant public or congressional interest (such as agency programs involving cost overruns, untested technology, or environmental or safety concerns).
  • Analyze requirements and goals of both the agency and guests to establish suitable policies and approaches for public events, industry conference attendance, or visits by VIPs.
  • Play a key role in human resources management, explains personnel rules and regulations, and makes recommendations regarding recruitment, awards, performance management, and other assigned areas to ensure satisfactory unit performance and mission achievement

The ideal candidate is a communications and public affairs expert with congressional affairs experience and who has served as an advisor to the agency’s top management. This opportunity is perfect for a senior level professional who has excellent communication skills, analytical skills, leadership and management skills and in-depth knowledge and experience in Communications & Congressional Affairs.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience serving as an advisor to senior leadership on policy, programs, and public affairs activities relating to public policy issues.
  • Experience developing, evaluating and applying new approaches to an organization’s public and congressional affairs information programs.
  • Experience developing public transportation related communications and policy strategies for senior leadership for dissemination to external and internal audiences.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Skill in Public & Congressional Affairs Program Management
  • Skill in Policy/Strategic Planning
  • Advanced communication skills
  • Leadership skills
