The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC's office of Strategic Engagements (SE) seeks a solutions-oriented, forward-leaning Deputy Director to provide seamless logistics management serve as the focal point for day-to-day operations related to the planning and execution of activities to support the NIC's analytic outreach, foreign partnership, and public engagement missions.
Work closely with the Director of Strategic Engagements, the NIC's Leadership, Tradecraft Cell, and Business Office; ODNI Legal, CI, Security, and Contracts; DNI Field Reps; and the NIC's NIO teams to conceptualize and coordinate foreign engagements and domestic outreach activities that enhance the NICs partnerships and help the NIC's address vexing national security issues.
Lead, plan, and oversee the advancement of outreach activities within and beyond the IC to ensure long term strategy development is informed by the latest and best efforts across the U.S. Government, industry, and foreign partners.
Ensure operational excellence of the NIC's Strategic Engagements program by managing, directing, and mentoring the day-to-day work of a Communications Officer and two contractors in support of the NIC's external and foreign engagements, including overseeing and tracking the advancement of multiple projects-such as conferences, simulations, and media calls-that may be in different stages of planning, approval, and execution.
Lead Strategic Engagements'; efforts to refine, implement, and evaluate the NIC's analytic outreach and foreign engagements programs, to include conducting analysis to gain a better sense of the NI's gaps, unmet needs, return on investments, and areas for further innovation. Identify opportunities and implement strategies to engage up-and-coming thinkers, nontraditional sectors, and innovators that can apply intricate concepts and methods to address multidimensional and cross-cutting national security challenges in creative ways.
Provide sound council, coaching, and training to maintain baseline understanding and best practices in engaging outside experts and foreign partners for NIC personnel. Serve as the COTR for the NIC's interagency agreement with State/INR for analytic outreach.
Be an integral part of a team that advances the NIC's strategic engagement goals both in and -out-side the NIC. Develop and cultivate partnerships with ODNI stakeholders to navigate ODNI administrative, contractual, and legal requirements necessary to successfully and seamlessly engage with external experts and foreign partners who can advance the NIC's ability to support DNI and US policymaker priorities. Nurture and enhance the NIC's USG, external, and foreign partnerships in support of the NIC's analytic and leadership goals. Proactively formulate administrative and logistical solutions when setbacks arise; offering sound alternatives to advance the NIC's overall mission.
Support the Director of Strategic Engagements in driving and implementing the NIC leadership's strategic vision for its engagement programs in a continuously changing environment. Represent the Director in his/her absence at internal and external fora, including as the Co-chair of the NIAB's Analytic Outreach Committee.

COTR 1 certified or have the ability to obtain COTR certification. Must have a strong gasp of the IC's budget cycle including formulation, oversight, and execution of activities. You have experience accurately applying and interpreting IC policies and regulations.
