Major Duties:

  • Supports national data analysis, data mining, and reporting and program development for designated content areas.
  • Helps design and implement data reporting systems for retrieving and displaying statistical data from VA databases, including VistA and Oracle Health sources, as well as non-VA data sources such as CMS.
  • Works on designing and implementing National studies and analyses and performing analytical and evaluative work related to specific content areas to support high visibility agency goals such as supporting CMS Care Compare reporting, MISSION Act of 2018 report requirements, and other public-facing reporting needs.
  • Assists in designing and developing national tools and knowledge products, including surveys, databases, reports, etc.
  • Proactively works with field leaders to identify needs and develop information products to meet those needs.
  • Assists in evaluating information and making recommendations for effective organizational changes, including those related to the collection and analysis of information. Participates in organizational analysis for portions of key VA or VHA programs or specific national projects.
  • Produces analytical reports and studies that are made available to a wide variety of constituents, including oversight bodies and external stakeholders. Translates data into meaningful management information.
  • Generates data and information to evaluate/analyze, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
  • Ensures the accuracy of information delivered for assigned program areas. This includes, but is not limited to, technical delivery, program ownership, accountability, and long-range strategic planning. Provides oversight for the total quality management of information delivered, including specific ad hoc reports and analyses.
  • Helps develop training materials or other tools to assist managers in utilizing data and reports that are produced. Ensures comprehensive documentation regarding all data produced. Monitors end user satisfaction to drive enhancements and increase performance. Responds to user feedback mechanisms.
  • Serves as a VHA content resource in VHA data systems and management information and tools and technology for delivery of management information.
  • Performs other related duties as assigned.

Work Schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Understanding healthcare systems management, planning and operations. Including knowledge of major issues, program goals and objectives of the Department, Administrations and Program Offices.

2) Identifying program design, research techniques, benchmarking, statistical analysis and adapting analytical techniques and evaluation criteria to determine program effectiveness, to develop new or modified methods, and to analyze and resolve complex problems.

3) Analyzing problems and presenting both written and oral recommendations taking into consideration the wide range of factors and requirements which affect the management of the VHA health care delivery system.

4) Planning and organizing team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.

5) Developing and maintaining source and change control techniques including the use of standard tooling, such as Github or Azure to ensure technical and project-related documentation is safely stored and transportable.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is usually performed sitting at a desk, in conferences, meetings, etc. No special physical demands are required.

Work Environment: The work is performed in a normal office setting. Occasional travel may be required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
