Duties

Help
  • Serves as the primary leadership position providing direction, coaching and support to facilitate problem solving and accomplishment of Monument and associated Field Office goals and programs.
  • Responsible for administration of a variety of management programs such as safety, upward mobility, cost reduction, sick leave, Equal Employment Opportunity (EEO), drug and harassment free workplace, overtime usage, employee engagement.
  • Performs personnel management functions such as making selection of employees; participating in position and pay management programs; establishing performance standards and evaluating performance.
  • Conducts resource planning and management in coordination with representatives of Federal, State, tribal, and local governments, the general public, public land users, and private landowners.
  • The incumbent is responsible for overall program direction, execution, and review of all activities within the Monument/NCA in coordination with the Field Manager.

Qualifications

GS-12 Specialized Experience:
You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: 1) Experience in public lands natural resource multiple-use management; 2) experience providing leadership, motivation, and direction in program areas that support the management of multiple-use and ecosystem management within an organization; or other directly related experience; 3) Experience in oversight and administration of a public visitor program examples would include day use areas, campgrounds or other recreation sites.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The incumbent typically works in an office setting with regular trips to the field via four-wheel drive vehicles, boats, fixed wing aircraft or helicopters. The work of the position requires the incumbent to occasionally walk moderately long distances over rough terrain during normal fieldwork.

Work Environment: Office work is accomplished in an adequately lighted and heated facility. When in the field, subject to injuries when walking in rough terrain and exposure to uncomfortable hot and cold temperatures. Incumbent will adhere to all safety rules and regulations as prescribed in
manuals/supplements or by the designated Safety Officer.

Education

There is no substitution of education at the GS-12 grade level.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
