Help

As a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST you will be responsible for the following duties:

  • Identify, analyze and recommend strategies that measure and improve business processes, programmatic processes, knowledge management, training, policy and overall productivity, and efficiency.
  • Individual should have a solid understanding of the DoD Acquisition Process, DoD PPBE to include requirements development.
  • Adheres to professional development policy and requirements, development and assessment of compliance with DoD, DCSA and CI programmatic and operational performance and efficiency standards, requirements and performance goals, objectives and metrics.

Qualifications

The experience described in your resume will be evaluated and screened from the Office of Personnel Management's (OPMs) basic qualifications requirements. i.e. for positions with no IOR: Management and Program Analysis Series 0343 for OPM qualification standards, competencies and specialized experience needed to perform the duties of the position as described in the MAJOR DUTIES and QUALIFICATIONS sections of this announcement by 11/11/2024

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:

  • General knowledge of DCSA and national intelligence programs, as well as the respective collection responsibilities of the Intelligence Community's various organizational elements.
  • General knowledge of laws and regulations relating to Federal and DoD personnel management, supervision and leadership.
  • Knowledge of and experience in policy development as well as the ability to innovate new automated methods, techniques and processes needed to respond to evolving circumstances. Executes a broad range of program and project management functions that support the development and delivery of Counterintelligence & Insider Threat training and education learning solutions.
  • Knowledge related to the PPBE cycle and relationships between the program budgeted, and the agency program objectives and policies, to assess the appropriateness of short- and long-term financial goals.

Specifically you will be evaluated on the following competencies:

  4. Financial Management: Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
  5. Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
