Duties

Help

Provides support, thought partnership, conflict resolution, training for all employees in the organization. Demonstrates a change management mindset through identification of opportunities to enhance the employee experience through education, individual contributor and manager development, process improvement and innovative ideas; offers potential solutions to drive greater stakeholder satisfaction. Develops, implements, and analyzes employee programming to enhance and support a positive, engaging employee experience. Provides guidance on conflict resolution and facilitates productive dialogue on employee/employer issues. Leads and manages employee related investigations, coordinating with applicable colleagues, legal counsel, and HR team members, as applicable. Provides interpretation, explanation and clarification of Sergeant at Arms policies and procedures and employment law compliance. Performs ad hoc research and/or person-to-person follow up on workplace issues with sensitivity and discretion. Crafts and updates employee relations resources which may include training sessions and discussion forums. Develops and presents training, including management and leadership development

Qualifications

Required Work Experience

  • At least 8 years of experience in Human Resources practices, including conflict management and facilitation.

Required Special Skills/ Knowledge

  • In keeping with the policy of conflicts of interest, relatives of Sergeant at Arms employees are not eligible to work in the Human Resources Office.
  • Strong influencing skills that achieve the desired business outcomes, especially in situations where there is no clear “ownership” of the issues.
  • Proficient coaching approach by providing valuable perspective, inspiring others’ thinking and helping others to fully develop their own capabilities.
  • Strong analytical skills including the ability to diagnose root-cause of issues, identify trends and provide clear recommendations/solutions.
  • Experience in facilitating/delivering training.
  • Ability to objectively apply fact-finding techniques and problem-solving methods.
  • Ability to research, analyze, and interpret facts and data to plan, organize, and conduct personnel investigations of substantial scope and complexity
  • Ability to conduct effective subject and witness interviews, accurately document conversations or other findings, and ensure timely and thorough follow-up.
  • Ability to present complex and sensitive information, issues or concerns to colleagues at various organizational levels; effectively present findings, and provide advice and guidance.
  • Ability to analyze, review and develop procedures and reports regarding employee relations issues to present both orally and in writing.
  • Excellent writing skills, including short form emails, interview transcription, and longer-form reports.
  • Knowledge of advanced human resources management principles, practices and procedures.
  • Knowledge of typical professional office practices, procedures and equipment, including ability to use computers, create spreadsheets and databases, and use relevant software/Web applications.
  • Ability to learn the Senate’s legal employment obligations under the Congressional Accountability Act and various employment laws.
  • Ability to handle sensitive and confidential information with discretion and good judgment.
  • Must have excellent communication, organization, adaptability, and collaboration skills as well as the ability to treat all individuals with respect.
  • Ability to multi-task by managing several projects simultaneously.
  • Ability to serve as a neutral facilitator in situations requiring conflict resolution and to successfully complete training in mediation, as needed.

Bachelor’s degree in human resources management or related field.
