Summary

About the Position: You will serve as the primary point of contact for the Department of Defense (DoD) Student Testing Program (STP). Working with the Military Entrance Processing Station (MEPS) Commander, the Sector, and other Education Services Specialists, you will exercise initiative and expository abilities to create regional marketing strategies. You will administer and evaluate programs/activities designed to provide individualized career-related education plans.

Duties

Help
  • Serves as an Education Services Specialist with the responsibility of promoting the expansion of the Student Testing Program (STP).
  • Plan, prepare, coordinate, maintain, and execute activities in support of the Military Entrance Processing Station (MEPS) Student Testing Program (STP) Joint marketing plan.
  • Provide interpretation of test results to students, parents, and school officials as needed.
  • Present the Armed Services Vocational Aptitude Battery (ASVAB) Career Exploration Program (CEP) as a means of assisting students to evaluate educational and career choices both civilian and military.
  • Analyze current state and local educational programs and develop methods of marketing the STP and maintaining its use in the schools.
  • Serve as a resource consultant for all technical aspects of the STP as well as assists recruiters from the military services with STP/CEP related problems.
  • Develop and conduct training for STP results interpretation for school and recruiting personnel.
  • Conduct training lectures on the ASVAB CEP in college and university testing/counselor training courses.
  • The duties take place in public and private schools.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • The incumbent is required to work both scheduled and unscheduled overtime.
  • This position requires the knowledge and use of current computer software, command-directed databases, and online resources.
  • Duties take place in public and private schools, and incumbent must be eligible to conduct work in schools.
  • Position requires extensive travel (TDY) within the MEPS area of responsibility. Employees may be required to perform occasional over night travel as assigned. This travel may include temporary duty lasting 1-4 days. TDY requirements is 50%.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Education Requirement:
Bachelor's degree (or higher) that included or was supplemented by at least 24 semester
hours appropriate to the position to be filled in or a combination of the areas described below. At least one course must have been from (1) or (2).
(1)Tests and Measurement: Study of the selection, evaluation, administration, scoring, interpretations, and uses of group and individual aptitude, proficiency, interest, and other tests;
(2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities;
(3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs;
(4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs;
(5) Teaching methods: Study of teaching strategies and learning styles of the adult learner.
(6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation;
(7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems; OR
(8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.

In addition to meeting the basic education requirement above, to qualify for this position, you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes 1) developing marketing plans for student testing programs; 2) evaluating operations in a student testing program to suggest improvements; and 3) coordinating promotional activities to improve state and/or regional marketing efforts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Adult education, Educational Leadership, Counseling, etc.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
